{"data":{"id":"us-ky/krs-13b.100","jurisdiction":"us-ky","citation":"KRS 13B.100","heading":"Prohibited communications.","body":"(1) Unless required for the disposition of ex parte matters specifically authorized by\nstatute, a hearing officer shall not communicate off the record with any party to the\nhearing or any other person who has a direct or indirect interest in the outcome of\nthe hearing, concerning any substantive issue, while the proceeding is pending.\n(2) The prohibition stated in subsection (1) shall not apply to:\n(a) Communication with other agency staff, if the communication is not an ex\nparte communication received by staff; and\n(b) Communication among members of a collegial body or panel which by law is\nserving as a hearing officer.\n(3) If an ex parte communication occurs, the hearing officer shall note the occurrence\nfor the record, and he shall place in the record a copy of the communication, if it\nwas written, or a memorandum of the substance of the communication, if it was\noral.","path":["KRS Chapter 13B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=794","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:31Z","sha256":"97fa96240f9bdf160423527266e0fba4e453d8dae9ec5c0eb16072431eefb426","source_id":"us-ky","stale":false,"prev":"us-ky/krs-13b.090","next":"us-ky/krs-13b.110"},"notice":"GroundRules: Original legal text.
