{"data":{"id":"us-ky/krs-14.250","jurisdiction":"us-ky","citation":"KRS 14.250","heading":"One-stop  business portal -- Advisory committee  -- Assessment,","body":"recommendations,  and duties.\n(1) The  Secretary of State, Finance and Administration Cabinet, the Cabinet for\nEconomic  Development, and the Commonwealth  Office of Technology shall\njointly establish a one-stop electronic business portal that shall serve as a\nsingle, unified entry point for business owners to access and complete initial\nand  ongoing state services and requirements in relation to the creation or\nongoing operation of a business located in the Commonwealth  of Kentucky.\nThe  agencies identified in this subsection shall coordinate, manage,  and\nimplement the portal based on the results of an assessment conducted by the\nOne-Stop  Business Portal Advisory Committee under subsection (3) of this\nsection.\n(2) The  One-Stop Business Portal Advisory Committee is hereby established to\nprovide guidance in the creation and implementation of the one-stop business\nportal. The committee shall consist of the Secretary of State, the secretary of\nthe Governor's Executive Cabinet, the secretary of the Economic Development\nCabinet or his or her designee, the secretary of the Finance and Administration\nCabinet or his or her designee, the secretary of the Education and Labor\nCabinet or his or her designee, the secretary of the Public Protection Cabinet\nor his or her designee, the secretary of the Transportation Cabinet or his or her\ndesignee, the secretary of the Tourism, Arts and Heritage Cabinet or his or her\ndesignee, and the secretary of the Energy and Environment Cabinet or his or\nher designee. The Governor may appoint other members  to the committee at\nhis or her discretion. The committee shall be co-chaired by the Secretary of\nState and the secretary of the Governor's Executive Cabinet.\n(3) The  One-Stop  Business Portal Advisory Committee  shall prepare an\nassessment  detailing recommendations for the creation, ongoing operation,\nand  management  of the one-stop business portal, to be presented to the\nGovernor, the Secretary of State, and the Legislative Research Commission by\nDecember  31, 2011. This assessment shall include the following:\n(a) An  estimate of the costs for full implementation of the portal, including\nthose associated with technology, maintenance, sharing agency data,\ninformation security, and other start-up costs;\n(b) An  estimate of the costs of establishing and maintaining a call center\nstaffed with persons trained to answer questions and help businesses\nobtain information and services, along with a recommendation as to\nwhere the call center should be located and the number of staff necessary\nto operate it;\n(c) Recommendations  on the location, design, and functionality of the portal;\n(d) Recommendations  as to the roles of the state agencies identified in\nsubsection (1) of this section regarding the day-to-day operational\nmanagement  of the portal;\n(e) Recommendations  on the time line for developing and testing the portal;\n(f) Identification of any statutory or regulatory changes that need to be made\nto existing law to effectuate the portal's functionality;\n(g) Identification of other state agencies that possess business-related\nfunctions and content so that those functions can be added to the portal;\n(h) Identification of any impediments posed by federal law and recommended\nways to address the impediment;\n(i) A comprehensive analysis of the processes of all state agencies, with a\nview  toward streamlining and reducing the paperwork necessary for\nbusinesses to interact with each agency; and\n(j) Recommendations  on the scope of services to be provided by the portal.\nAt a minimum, services shall include:\n1. Application and  renewal of business-related licenses and  fees\nincident to the start-up and operation of a business;\n2. Electronic payment of taxes and related costs imposed by state law\nincident to the operation of a business;\n3. Filing of documents and papers imposed by state law associated\nwith the operation of a business; and\n4. Creation of individual electronic accounts for each business which\nallows the business to monitor its filings, payments, and other\nbusiness-compliance activities.\n(4) The One-Stop Business Portal Advisory Committee shall:\n(a) Ensure that the portal has a Web  site and the ability to process new\nbusiness registrations as handled by the Secretary of State's Office, and\nwill be in a testing phase for the Department of Revenue's tax registration\napplication by December 31, 2012; and\n(b) Ensure  that subsequent and  additional online business applications\nmaintained by the Commonwealth  shall be evaluated and prioritized.","path":["KRS Chapter 14"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52323","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:31Z","sha256":"6e83b904ebae038eaf903969c8916f13046155ecf90481f5856b5bbe64a5814e","source_id":"us-ky","stale":false,"prev":"us-ky/krs-14.230","next":"us-ky/krs-14.255"},"notice":"GroundRules: Original legal text.
