Any ass istance and\ncounseling rendered to applicants by the Office of the Secretary of State, its\ndesignees, or application assistants shall in no way be construed as legal advice.\n(2) The Secretary of State shall establish a training program for application assi stants.\nApplication assistants shall be required to complete an initial training program and\nbecome recertified every three (3) years.\n(3) The role of an application assistant shall be to explain the Safe at Home Program,\nassist the applicant in formulatin g a general safety plan, and direct the applicant to\nadditional support services.
