{"data":{"id":"us-ky/krs-147a.020","jurisdiction":"us-ky","citation":"KRS 147A.020","heading":"Powers and duties of state local debt officer and state local finance","body":"officer.\n(1) The state local debt officer and the state local finance officer within the Department\nfor Local Government shall exercise the following administrative functions of th e\nstate:\n(a) The state local debt officer shall exercise all administrative functions as\nprovided in the county debt act, KRS 66.280 to 66.390, and administrative\nfunctions relating to local government bonds as provided in KRS 66.045; and\n(b) The state loc al finance officer shall exercise all administrative functions\nregarding county and local government budgets, as provided in KRS 68.210 to\n68.360.\n(2) The state local debt officer shall have the following powers and duties:\n(a) To require reports from loca l governments to enable him to adequately\nprovide the technical and advisory assistance authorized by this section. The\nreports shall provide the necessary information for a complete file on local\ngovernment debt, which the state local debt officer shall k eep open for public\ninspection at the Department for Local Government;\n(b) To conduct studies in debt management, including ways and means of\nappraising the terms of alternative bids;\n(c) To request assistance and information, which shall be provided by al l\ndepartments, divisions, boards, bureaus, commissions, and other agencies of\nstate government, to enable the state local debt officer to carry out his duties\nunder this section; and\n(d) To compile and publish annually a report which shall include detailed\ninformation on local government long -term debt issued and retired during the\nprevious year and outstanding, and other available statistical data on local\ngovernment finances.\n(3) The state local finance officer shall have the following powers and duties:\n(a) To coordinate for the Governor the state's responsibility for, and shall be\nresponsible for liaison with the appropriate state and federal agencies with\nrespect to, general revenue sharing for local government;\n(b) To provide technical assistance and i nformation to units of local government\non matters including but not limited to fiscal management, purchases, and\ncontracts; and\n(c) To conduct training programs to instruct county and other local officials\nrespecting their duties and responsibilities in t he collection, expenditure, and\nmanagement of public moneys subject to their control and jurisdiction.","path":["KRS Chapter 147A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=1642","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:39Z","sha256":"a1e7122b12687ec3b06468a4d3dcbf689af4b5b1909516fb596547c1d09ce5e4","source_id":"us-ky","stale":false,"prev":"us-ky/krs-147a.011","next":"us-ky/krs-147a.021"},"notice":"GroundRules: Original legal text.
