{"data":{"id":"us-ky/krs-147a.021","jurisdiction":"us-ky","citation":"KRS 147A.021","heading":"Department for Local Government -- Powers and duties.","body":"(1) The Department for Local Government shall have the following powers and duties:\n(a) To require any reports from local governments that will enable it adequately to\nprovide the technical and advisory assistance authorized by this section;\n(b) To encourage, conduct, or participate in training courses in procedures and\npractices for the benefit of local officials, and in connection therewith, to\ncooperate with associations of public officials, business and professional\norganizations, university faculties, or other specialists;\n(c) To request assistance and information, which shall be provided by all\ndepartments, divisions, boards, bureaus, commissions, and other agencies of\nstate government to enable the Department for Local Government to carry out\nits duties under this section;\n(d) At its discretion, to compile and publish annually a report on local\ngovernment; and\n(e) To administer the provisions of KRS 65A.010 to 65A.090.\n(2) The Department for Local Government shall coordinate for the Governor the state's\nresponsibility for, and shall be responsible for liaison with the appropriate state and\nfederal agencies with respect to, the following programs:\n(a) Demonstration cities and metropolitan development act as amended with the\nexception of Title I of the Housing and Community Development Act of 1974\nas amended through 1981;\n(b) Farmers Home Administration;\n(c) Veterans Administration Act as amended, as it pertains to housing.\n(3) The Department for Local Government shall provide technical assistance and\ninformation to units of local government, including but not limited to:\n(a) Personnel administration;\n(b) Ordinances and codes;\n(c) Community development;\n(d) Appalachian Regional Development Program;\n(e) Economic Development Administration Program;\n(f) Intergovernmental Personnel Act Program;\n(g) Land and Water Conservation Fund Program;\n(h) Area Development Fund Program;\n(i) Joint Funding Administration Program;\n(j) State clearinghouse for A-95 review;\n(k) The memorandums of agreement with the area deve lopment districts to\nprovide management assistance to local governments; and\n(l) The urban development office.\n(4) The Department for Local Government shall exercise all of the functions of the state\nlocal finance officer provided in KRS Chapters 66, 68, a nd 131 relating to the\ncontrol of funds of counties, cities, and other units of local government.\n(5) Upon request of the Administrative Office of the Courts, the Department for Local\nGovernment shall evaluate the financial condition of any local unit of g overnment\nselected to participate in a court facilities construction or renovation project under\nKRS 26A.160 and shall certify to the Administrative Office of the Courts the local\nunit of government's ability to participate in the project.","path":["KRS Chapter 147A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=48933","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:39Z","sha256":"eee899af9a6cea3cbc36fe260d712704e09e2ea494a0bad0721bf4cbae253e10","source_id":"us-ky","stale":false,"prev":"us-ky/krs-147a.020","next":"us-ky/krs-147a.023"},"notice":"GroundRules: Original legal text.
