{"data":{"id":"us-ky/krs-147a.320","jurisdiction":"us-ky","citation":"KRS 147A.320","heading":"Capacity building grant program -- Challenge grant program --","body":"Administrative regulations -- Annual report.\n(1) The Department for Local Government may:\n(a) Establish a capacity building grant program, through which it may provide\nqualified community foundations, county -specific component funds, and\naffiliate community foundations with grants from the fund for the purpose of\ndeveloping and enhancing the receiving foundation's capacity to operate and\nexecute its mission, subject to the following restrictions:\n1. No qualified community foundation, county-specific component fund, or\naffiliate community foundation may receive more than one (1) capacity\nbuilding grant during any fiscal year;\n2. No single capacity building grant shall exceed fifty thousand do llars\n($50,000); and\n3. At least forty percent (40%) of funds awarded as capacity building\ngrants shall be provided to newly established or emerging qualified\ncommunity foundations, county -specific component funds, or affiliate\ncommunity foundations that s pecifically seek to address the needs of\nrural areas of the Commonwealth;\n(b) Establish a challenge grant program, through which it may provide qualified\ncommunity foundations, county -specific component funds, and affiliate\ncommunity foundations with grants from the fund for the purpose of building\ncommunity-based unrestricted endowment funds by encouraging individuals,\nbusinesses, and other organizations to provide endowment gifts, subject to the\nfollowing restrictions:\n1. No qualified community foundation, county-specific component fund, or\naffiliate community foundation may receive more than one (1) challenge\ngrant during any fiscal year;\n2. Challenge grants may be provided in amounts not to exceed fifty percent\n(50%) of the amount of privately donated en dowment gifts provided to\nthe receiving qualified community foundation, county -specific\ncomponent fund, or affiliate community foundation during the one (1)\nyear period preceding the grant award. However, no single challenge\ngrant shall exceed five hundred thousand dollars ($500,000); and\n3. At least forty percent (40%) of funds awarded as challenge grants shall\nbe provided to newly established or emerging qualified community\nfoundations, county -specific component funds, or affiliate community\nfoundations that specifically seek to address the needs of rural areas of\nthe Commonwealth; and\n(c) Promulgate administrative regulations in accordance with KRS Chapter 13A\nto administer this section.\n(2) Upon the establishment of any grant program under this section, the Department for\nLocal Government shall provide an annual report to the commission, which shall\ninclude:\n(a) The total number of grant requests submitted during the year, along with the\namount of funds requested and the identity of the foundation making the\nrequest; and\n(b) Information regarding all grants actually awarded during the year.","path":["KRS Chapter 147A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=1669","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:39Z","sha256":"84800b2bdef750ac84f66d09e838fc88e20bf2df2b86b3433cb242c2946bccee","source_id":"us-ky","stale":false,"prev":"us-ky/krs-147a.315","next":"us-ky/krs-147a.325"},"notice":"GroundRules: Original legal text.
