{"data":{"id":"us-ky/krs-148.260","jurisdiction":"us-ky","citation":"KRS 148.260","heading":"Kentucky Horse Park Commission -- Members -- Terms -- Meetings --","body":"Reimbursement for expenses -- Bylaws -- Advisory committee.\n(1) There is hereby created and established an agency of state government to be known\nas the Kentucky Horse Park Com mission, which shall constitute a separate\nadministrative body of state government within the meaning of KRS 12.010(8) and\nunder the provisions of KRS 12.015 shall be attached to the Tourism, Arts and\nHeritage Cabinet solely for administrative purposes.\n(2) The commission shall be composed of the following eighteen (18) members:\n(a) The secretary of the Tourism, Arts and Heritage Cabinet or designee;\n(b) The secretary of the Finance and Administration Cabinet or designee;\n(c) The Commissioner of Agriculture or designee;\n(d) The mayor of Lexington or designee;\n(e) The Scott County judge/executive or designee;\n(f) The dean of the University of Kentucky College of Agriculture, Food and\nEnvironment or designee; and\n(g) Twelve (12) members appointed by the Govern or who possess the ability to\nprovide broad management expertise and direction in the operation of the\nKentucky Horse Park and, to the extent possible, represent the diverse\ninterests of the Kentucky horse industry, four (4) or more of whom represent\nthe e quine industry and four (4) or more of whom are active in industry,\ntourism, or commerce. The members of the commission appointed under this\nparagraph shall serve no more than three (3) consecutive four (4) year terms.\n(3) Members serving under subsection (2)(a) to (f) of this section shall serve as ex\nofficio members with full voting rights, except as provided in subsection (4) of this\nsection.\n(4) The Governor shall designate one (1) member of the commission to serve as\nchairperson and one (1) member of the commission to serve as vice chairperson,\nboth of whom shall serve at the pleasure of the Governor. The chairperson shall\ngenerally serve as a nonvoting member, but shall vote when there is a tie among the\nother members. The vice chairperson shall preside over meetings in the absence of\nthe chairperson, and shall retain the right to vote unless serving in the capacity of\nchairperson.\n(5) If a vacancy occurs on the commission, the unexpired term shall be filled pursuant\nto the requirements and procedures for the original appointment.\n(6) The commission shall meet quarterly, and the chairperson shall preside over the\nmeetings. The chairperson may call  special meetings of the commission upon a\nrequest of the majority of the members of the commission, or upon request of the\nGovernor.\n(7) Members shall be reimbursed only for expenses incurred in the discharge of official\nbusiness, subject to regulations e stablished by the Finance and Administration\nCabinet. All expenses reimbursed to members shall be paid from operating funds of\nthe Kentucky Horse Park.\n(8) The commission shall establish and maintain an office at the Kentucky Horse Park\nfor the transaction  of its business and shall not establish any branch office. The\ncommission may hold meetings at any other place when the convenience of the\ncommission requires.\n(9) The commission shall be authorized to adopt bylaws providing for the call of its\nmeetings, which shall be held at least quarterly, and for its operating procedures. A\nquorum of the commission shall consist of ten (10) members, and a quorum of\nmembers present at any duly -called meeting may act upon any matter before it for\nconsideration. Each member shall have one (1) vote.\n(10) The Governor may establish an advisory committee to advise in the administration,\ndevelopment, and operation of the Kentucky Horse Park or other functions,\nactivities, and programs provided for or authorized by KRS 148.258 to 148.320.","path":["KRS Chapter 148"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=54000","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:40Z","sha256":"d9d266fd589b977382598d57c01e406794d69589ce5580ff5c71ee4423c6ecfa","source_id":"us-ky","stale":false,"prev":"us-ky/krs-148.258","next":"us-ky/krs-148.270"},"notice":"GroundRules: Original legal text.
