{"data":{"id":"us-ky/krs-148.280","jurisdiction":"us-ky","citation":"KRS 148.280","heading":"Functions of commission -- Acquisition, control, disposition, and use of","body":"property -- Holding of events -- Contracts -- Exclusion of persons from\nproperty.\n(1) The commission:\n(a) Shall have the authority and control of such property as no w is under its\ncustody and control, and of such property as may hereafter be placed under its\ncontrol or transferred to it by the State Property and Buildings Commission,\nfor any purpose mentioned in this section;\n(b) May erect and repair buildings on the Kentucky Horse Park and make any and\nall necessary or proper improvements, and generally carry on a program of\ndevelopment and extension of facilities designed to accomplish the objectives\ndefined in this section; and\n(c) Shall promote the progress of the state and stimulate public interest in the\nadvancement and development of the state by providing the facilities of the\nKentucky Horse Park for exhibitionary, competitive, and other events relative\nto various aspects of the horse industry and other function s calculated to\nadvance and enhance the tourist industry, economy, entertainment, cultural,\nand educational interests of the public.\n(2) The commission may take, acquire, and hold property, and all interest herein, by\ndeed, gift, devise, bequest, lease, or  by transfer from the state property so acquired\nin the manner provided by law, and may dispose of any property so acquired in the\nmanner provided by law.\n(3) The commission may promulgate administrative regulations in accordance with\nKRS Chapter 13A to go vern the operation, maintenance, or use of property under\nits custody and control, as are necessary to:\n(a) Maintain decency and good order;\n(b) Protect the peace or safety of the general public;\n(c) Protect the public interest, convenience, or necessity;\n(d) Govern the operation, maintenance, or use of the Kentucky Horse Park; and\n(e) Exercise the authority granted in subsection (4)(d) of this section.\n(4) The commission may:\n(a) Employ or contract with other persons, firms, or corporations the commission\nmay deem necessary or desirable to accomplish its duties and functions; may\nfix the compensation and the terms of employment or contract of those\nemployed or contracted with; and may assign to them duties and\nresponsibilities the commission may determine, including the responsibility of\nactual operation of any or all of the facilities under the control of the\ncommission;\n(b) Purchase liability insurance for the members and executiv e officers exempted\nfrom the classified service of the state by KRS 18A.115;\n(c) Operate shows and expositions that support the purpose and function of the\nKentucky Horse Park; and\n(d) Through the president, eject or exclude from Kentucky Horse Park proper ty\nany person who engages or has engaged in conduct that would negatively\nimpact the safety and security of park attendees.","path":["KRS Chapter 148"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57638","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:40Z","sha256":"b42f2735da28f546f4b1af1944259de9b2292bcb1a13ca4e4c03136c6fb08211","source_id":"us-ky","stale":false,"prev":"us-ky/krs-148.270","next":"us-ky/krs-148.285"},"notice":"GroundRules: Original legal text.
