{"data":{"id":"us-ky/krs-148.570","jurisdiction":"us-ky","citation":"KRS 148.570","heading":"Kentucky Center for African -American Heritage -- Purpose -- Members --","body":"Meetings -- Powers and duties.\n(1) The Kentucky Center for African -American Heritage is hereby created to educate\nthe public and to preserve and research the cultural heritage of A frican-Americans\nby establishing a center to showcase the contributions of Kentucky African -\nAmericans to the Commonwealth, the nation, and the world. In addition to exhibit\nspace, the center shall provide performance space for activities, such as but not\nlimited to plays, poetry readings, and concerts.\n(2) The Kentucky Center for African -American Heritage shall be governed by a board\nof directors who represent various African -American heritage interests. The board\nshall also reflect significant membership f rom the African -American community.\nOn June 8, 2011, the board of directors of the African -American Heritage\nFoundation, Inc., the secretary of the Tourism, Arts and Heritage Cabinet or his or\nher designee, and the chair of the Kentucky African -American He ritage\nCommission shall be the initial board of directors of the center, and shall serve four\n(4) year terms. Upon the expiration of the four (4) year term of the initial board of\ndirectors, the membership of the board of directors shall be as follows:\n(a) The secretary of the Tourism, Arts and Heritage Cabinet or the secretary's\ndesignee;\n(b) The chair of the Kentucky African-American Heritage Commission;\n(c) One (1) member from an institution of higher learning;\n(d) One (1) member who is an expert in African-American history;\n(e) One (1) member from the arts community;\n(f) Four (4) members with expertise in Kentucky, United States, or world history\nwith an emphasis on the African -American experience. Of the four (4)\nmembers required by this paragraph, ther e shall be one (1) from central\nKentucky, one (1) from northern Kentucky, one (1) from western Kentucky,\nand one (1) from eastern Kentucky;\n(g) One (1) member at large with expertise in Kentucky, United States, or world\nhistory with an emphasis on the African-American experience;\n(h) Five (5) members from the metro Louisville area. The mayor of Louisville\nshall submit five (5) separate lists of three (3) names for each of the\nappointments provided for in this paragraph. One (1) member shall be\nappointed from each list of names. At least one (1) of the members appointed\nfrom the mayor's lists shall have experience in Kentucky, United States, or\nworld history with an emphasis on the African-American experience; and\n(i) Ten (10) members from the public at large.\n(3) Members listed in subsection (2)(c) to (i) of this section shall be appointed by the\nGovernor. Twelve (12) of the Governor's initial appointees shall serve two (2) year\nterms. Eleven (11) of the Governor's initial appointees shall serve four (4) year\nterms. Subsequent appointments by the Governor shall be for four (4) year terms,\nand members may be reappointed for subsequent terms. Any vacancy shall be filled\nby appointment of the Governor for the remainder of the unexpired term.\n(4) Board members shall serve without compensation but may be reimbursed for actual\nand necessary expenses incurred in the performance of their duties.\n(5) The board shall elect by a majority vote a chair, a vice chair, and any other officers\ndeemed necessary.\n(6) The board shall meet at least three (3) times per year. Notice of the time and\nlocation of each meeting shall be provided in writing to each member at least ten\n(10) days in advance of the meeting.\n(7) A majority of the members shall constitute a quorum.\n(8) Committees may be formed at the direction of the chair.\n(9) The Kentucky Center for African-American Heritage may seek and accept grants or\nraise funds from any available source, public or private, to accomplish its\nresponsibilities and achieve its objectives.\n(10) The Kentucky Center for African -American Heritage shall be attached for\nadministrative purposes to the Tourism, Arts and Heritage Cabinet, whose\nresponsibilities shall include but are not limited to designating a staff person to\ncoordinate boa rd needs and providing other staff and services requested by the\nboard to achieve its objectives under KRS 148.572.","path":["KRS Chapter 148"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=39839","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:41Z","sha256":"2ba83be502a82129c8b03a88293bc86bbd92ef9d88195df03cac96a2cd5bcfd8","source_id":"us-ky","stale":false,"prev":"us-ky/krs-148.569","next":"us-ky/krs-148.572"},"notice":"GroundRules: Original legal text.
