The goal of the program shall be to reduce welfare payments by helping\nparticipants become financially responsible for their children. The office shall involve\nlocal social service providers and state and local government agencies, and may  provide\nincentives to employers who hire program participants. The program shall also encourage\nnoncustodial parents to be actively involved in their children's lives.
