{"data":{"id":"us-ky/krs-151.632","jurisdiction":"us-ky","citation":"KRS 151.632","heading":"System capacity development strategy -- Assistance to existing systems in","body":"plan development.\n(1) Not later than August 6, 2000, the cabinet shall develop and begin implementing, a\nstrategy to assist public water systems in acquiring and maintaining tec hnical,\nfinancial, and managerial system capacity.\n(2) In preparing the system capacity development strategy, the cabinet shall solicit and\nconsider public comment on, and incorporate into the strategy as appropriate:\n(a) The methods or criteria that the c abinet will use to identify and prioritize\npublic water systems most in need of improving technical, financial, and\nmanagerial capacity;\n(b) A description of the institutional, regulatory, financial, tax, or legal factors at\nthe federal, state, or local le vel that encourage or impair system capacity\ndevelopment;\n(c) A description of how the cabinet will use the authorities and resources of the\nSafe Drinking Water Act as amended by PL 104-182, or other means, to assist\npublic water systems in complying with national primary drinking water\nregulations, to encourage the development of partnerships between public\nwater systems to enhance the system capacity of public water systems, and to\nassist public water systems in the training and certification of operators;\n(d) A description of how the cabinet will establish a baseline against which to\nmeasure improvements in system capacity with respect to national primary\ndrinking water regulations, this chapter, KRS 224.10 -110, and administrative\nregulations promulgated thereunder; and\n(e) An identification of the persons that have an interest in and are involved in the\ndevelopment and implementation of the system capacity development\nstrategy, including all appropriate agencies of federal, state, and local\ngovernments, p rivate and nonprofit public water systems, and public water\nsystem customers.\n(3) If the cabinet determines that an existing public water system does not have system\ncapacity, it may assist the public water system in submitting a system capacity\ndevelopment plan as part of the long range water supply plan required by KRS\n151.114.
