{"data":{"id":"us-ky/krs-151b.015","jurisdiction":"us-ky","citation":"KRS 151B.015","heading":"Education and Labor Cabinet -- Major organizational units.","body":"(1) The Education and Labor Cabinet is hereby created, which shall constitute a cabinet\nof the state government within the meaning of KRS Chapter 12. The cabinet shall\nconsist of a secretary and those administrative bodies and employees as provided by\nlaw.\n(2) Subject to KRS Chapter 12, the cabinet shall be composed of the major\norganizational units listed below, units listed in KRS 12.020, and other\ndepartments, divisions, and sections as are from time to time deemed necessary for\nthe proper and efficient operation of the cabinet:\n(a) Office of the Secretary, which shall include the Office of Legal Services, the\nOffice of Administrative Services, the Office of Technology Ser vices, the\nOffice of Policy and Audit, the Office of Legislative Services, the Office of\nCommunications, and the Office of Kentucky Center for Statistics, as follows:\n1. The Office of Legal Services shall:\na. Be headed by an executive director appointed by the secretary with\nthe approval of the Governor in accordance with KRS 12.050 and\n12.210; and\nb. Include the Workplace Standards Legal Division and Workforce\nDevelopment Legal Division, each of which shall be headed by a\ngeneral counsel appointed by the secretary with the approval of the\nGovernor in accordance with KRS 12.050 and 12.210; and\n2. The following agencies and entities are attached to the Office of the\nSecretary for administrative purposes only:\na. Early Childhood Advisory Council;\nb. Governor's School for Entrepreneurs Program;\nc. Governor's Scholar Program;\nd. Board of the Kentucky Center for Statistics; and\ne. Foundation for Adult Education;\n(b) Department of Workplace Standards, which shall be headed by a\ncommissioner appointed by the Governor in accordance with KRS 12.040 and\nshall be divided for administrative purposes into the Division of Occupational\nSafety and Health Compliance, the Division of Occupational Safety and\nHealth Education and Training, and the Division of Wages and Hours. Each\nof these divisions shall be headed by a director appointed by the secretary\nwith the approval of the Governor in accordance with KRS 12.050;\n(c) Office of Unemployment Insurance, which shall be headed by an executive\ndirector appointed by the Governor in accordance with KRS 12.040;\n(d) Kentucky Unemployment Insurance Commission;\n(e) Department for Libraries and Archives;\n(f) Office of Educational Programs;\n(g) Kentucky Workforce Innovation Board;\n(h) Department for Disability Determination Services, which shall include the:\n1. Division of Operations;\n2. Division of Support Services;\n3. Division of Specialized Cases; and\n4. Division of Case Processing; and\n(i) Department of Workforce Development, which shall be headed by a\ncommissioner appointed b y the Governor in accordance with KRS 12.040\nwho shall report to the secretary. Each office or division in the department\nshall be headed by an executive director or division director appointed by the\nsecretary with the approval of the Governor in accordan ce with KRS 12.050.\nThe department shall be composed of the following offices:\n1. Career Development Office;\n2. Office of Vocational Rehabilitation, which shall include the Division of\nProgram Policy and Support. The division director shall report to the\nexecutive director for the Office of Vocational Rehabilitation;\n3. Office of Industry and Apprenticeship Services, which shall include the\nDivision of Apprenticeship and the Division of Workforce Talent. The\ndivision directors shall report to the executive director of the Office of\nIndustry and Apprenticeship Services;\n4. Office of Adult Education;\n5. Kentucky Apprenticeship Council, which shall be attached to the\ndepartment for administrative purposes only;\n6. Division of Technical Assistance; and\n7. Office of the Kentucky Workforce Innovation Board.\n(3) The following agencies are attached to the cabinet for administrative purposes only:\n(a) Kentucky Occupational Safety and Health Review Commission;\n(b) State Labor Relations Board;\n(c) Workers' Compensation Funding Commission;\n(d) Kentucky Occupational Safety and Health Standards Board;\n(e) Kentucky Environmental Education Council;\n(f) Kentucky Geographic Education Board;\n(g) Board of Directors for the Center for School Safety;\n(h) Kentucky Commission on Proprietary Education;\n(i) Employers' Mutual Insurance Authority;\n(j) Workers' Compensation Nominating Committee;\n(k) Kentucky Commission on the Deaf and Hard of Hearing;\n(l) Kentucky Educational Television;\n(m) Kentucky Work Ready Skills Advisory Committee; and\n(n) Foundation for Adult Education.","path":["KRS Chapter 151B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56782","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:46Z","sha256":"82e6e5378e869623f962af979a11566d3c0af193ae1519911e25c5e9e042d397","source_id":"us-ky","stale":false,"prev":"us-ky/krs-151b.010","next":"us-ky/krs-151b.017"},"notice":"GroundRules: Original legal text.
