{"data":{"id":"us-ky/krs-151b.290","jurisdiction":"us-ky","citation":"KRS 151B.290","heading":"Kentucky Education and Workforce Collaborative -- Membership --","body":"Meetings -- Milestones and reports.\n(1) The Kentucky Education and Workforce Collaborative is hereby created for the\npurpose of ensuring the continued implementation of the Kent ucky Workforce\nInnovation Board's strategic plan.\n(2) The Kentucky Education and Workforce Collaborative shall consist of the\nfollowing twenty-one (21) members:\n(a) The Governor or his or her designee, who shall serve as chair;\n(b) The secretary of the Education and Labor Cabinet or his or her designee;\n(c) The secretary of the Cabinet for Health and Family Services or his or her\ndesignee;\n(d) The president of the Kentucky Community and Technical College System or\nhis or her designee;\n(e) The president for the Council on Postsecondary Education or his or her\ndesignee;\n(f) The commissioner of the Kentucky Department of Education or his or her\ndesignee;\n(g) The president of the Kentucky Chamber of Commerce or his or her designee;\n(h) A representative of the bo ard of directors from each of the Commonwealth's\nten (10) local workforce development areas as selected by the board of\ndirectors;\n(i) A representative selected by the Kentucky Association of Counties;\n(j) A representative selected by the Kentucky Farm Bureau;\n(k) The chair of the Kentucky Workforce Innovation Board or his or her\ndesignee; and\n(l) The executive director/CEO of the Kentuck y League of Cities or his or her\ndesignee.\n(3) Meetings shall be held at least quarterly or at the call of the chair.\n(4) The Kentucky Education and Workforce Collaborative shall submit quarterly\nreports to the Legislative Research Commission summarizing its progress.\n(5) The Kentucky Education and Workforce Collaborative shall designate one (1)\nmember as its legislative liaison to communicate with the General Assembly about\nthe collaborative's progress and ensure that the work of the collaborative is separ ate\nand distinct from the work of the Kentucky Workforce Innovation Board. The\nliaison shall not be a member who is also a representative of a local workforce\ndevelopment area.\n(6) The Kentucky Education and Workforce Collaborative shall reach the followin g\nmilestones and report findings, determinations, and procedures to the Kentucky\nWorkforce Innovation Board:\n(a) Identification of all federal and state -funded workforce programs in the\nCommonwealth by September 30, 2023;\n(b) Development of a complete fram ework for implementation and transition by\nSeptember 30, 2023; and\n(c) Evaluation and preparation of a determination of viability concerning the\ntransfer of child-care services to local workforce development boards.\n(7) The Commonwealth shall reach the following milestones:\n(a) Procurement of a replacement for the UI and Case Management/Reporting\nSystem by December 31, 2023; and\n(b) Transition and consolidation of all federal and state workforce training,\nemployment, and employment -related programs into one  (1) entity that shall\nhave primary responsibility for the operation of and management of funding\nfor the newly created consolidated entity by December 31, 2023.\n(8) The local workforce development boards shall each reach the following milestones:\n(a) By July 1, 2024, assumption of fiscal and administrative responsibilities for\nplanning, oversight, and evaluation of all public workforce programs in the\nboard's local workforce development area in the state. Each plan shall include:\n1. Governor-certified local workforce development boards to provide local\ncontrol;\n2. Designated Kentucky Career Centers (KCCs) throughout the local\nworkforce development area to provide the entire array of program\nservices at each identified location;\n3. Integrated cross-program, functional service delivery systems to provide\nease of access to local businesses and job seekers, with individual\nprograms that are not apparent, but are defined by service requested by\ncustomer; and\n4. An emphasis on core competencies such that:\na. Local workforce development boards are focused on fiscal and\nprogram administration;\nb. KCCs are focused on service delivery; and\nc. Educational entities are focused on providing data -driven,\nworkforce preparation services and competencies; and\n5. Functional services that include but are not limited to business services,\njob search, group training and assessment services, intensive job search\npreparation, and training with case management;\n(b) By July 1, 2024, development of comprehensive system -wide budgets,\nstrategic plans, implementation plans, supervision agreements with different\nprogrammatic employers, memoranda of understanding for the KCCs, and\nany infrastructure funding agreements required by the Workforce Innovation\nand Opportunity Act; and\n(c) By July 1, 2025, and annually thereafter, preparation and transmission of a\nreport to the Kentucky Education and Workforce Collaborative and Kentucky\nWorkforce Innovation Board, detailing its attainment of the policies and goals\ncontained in the Governor's current  executive order issued pursuant to the\nWorkforce Innovation and Opportunity Act.","path":["KRS Chapter 151B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53911","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:47Z","sha256":"96538ab90e431110c6b991788aad08ad4e2a2e67c023bc835ca40cb352a5c3dd","source_id":"us-ky","stale":false,"prev":"us-ky/krs-151b.285","next":"us-ky/krs-151b.300"},"notice":"GroundRules: Original legal text.
