{"data":{"id":"us-ky/krs-151b.403","jurisdiction":"us-ky","citation":"KRS 151B.403","heading":"Adult education programs aligned with federal college and career","body":"readiness standards -- High School Equivalency Diploma -- Programs and\nexaminations -- Previously issued equivalency or external diploma to be\nconsidered High School Equivalency Di ploma -- Validity of diplomas after\nchanges in test selection.\n(1) The Office of Adult Education within the Department of Workforce Development\nin the Education and Labor Cabinet shall promulgate administrative regulations to\nestablish programs align ed with the College and Career Readiness Standards for\nAdult Education, or any other similar standards adopted by the federal Office of\nCareer, Technical, and Adult Education, which upon successful completion, shall\nresult in the issuance of a High School Equivalency Diploma.\n(2) (a) At least one (1) program authorized under subsection (1) of this section shall\ninclude a test aligned with the College and Career Readiness Standards for\nAdult Education, or any other standards adopted by the federal Office of\nCareer, Technical, and Adult Education, to serve as a qualifying test, which\nupon passing, shall entitle students to receive a High School Equivalency\nDiploma.\n(b) A qualifying test meeting the requirements of paragraph (a) of this subsection\nshall provide an option for students to be administered a written or paper test\nin lieu of an electronic administration.\n(3) For purposes of any public employment, a High School Equivalency Diploma shall\nbe considered equal to a high school diploma issued under the pro visions of KRS\n158.140.\n(4) A High School Equivalency Diploma shall be issued without charge upon\nsuccessfully completing a High School Equivalency Diploma program. A fee may\nbe assessed by the Office of Adult Education for the issuance of a duplicate High\nSchool Equivalency Diploma and for issuance of a duplicate score report. All fees\ncollected for duplicate diplomas and score reports shall be used to support the adult\neducation program.\n(5) The Office of Adult Education is authorized to contract annually  with an institution\nof higher education or other appropriate agency or entity for scoring High School\nEquivalency Diploma program examinations.\n(6) On June 29, 2017, any high school equivalency diploma or external diploma\npreviously recognized or issued b y the Commonwealth shall be considered\nretroactively as a High School Equivalency Diploma.\n(7) Upon issuance, a High School Equivalency Diploma shall not be invalidated by any\nsubsequent changes in test selection under this section.","path":["KRS Chapter 151B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=58175","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:47Z","sha256":"fffc419f8595cc18c8da18ce0a931d11eb35f311fe167188f0308eb4384549c8","source_id":"us-ky","stale":false,"prev":"us-ky/krs-151b.402","next":"us-ky/krs-151b.404"},"notice":"GroundRules: Original legal text.
