{"data":{"id":"us-ky/krs-151b.408","jurisdiction":"us-ky","citation":"KRS 151B.408","heading":"Adult education and literacy system -- Services -- Duties and","body":"responsibilities of the Office of Adult Education.\n(1) (a) The Office of Adult Education shall promulgate necessary administrative\nregulations and administer a statewide adult educati on and literacy system\nthroughout the state. The adult education and literacy system shall include\ndiverse educational services provided by credentialed professionals, based on\nthe learners' current needs and a commitment to lifelong learning.\n(b) Services shall be provided at multiple sites appropriate for adult learning,\nincluding vocational and technical colleges, community colleges,\ncomprehensive universities, adult education centers, public schools, libraries,\nfamily resource centers, adult correctiona l facilities, other institutions, and\nthrough the Kentucky Commonwealth Virtual University. Services shall be\ntargeted to communities with the greatest need based on the number of adults\nat literacy levels I and II as defined by the 1997 Kentucky Adult Lit eracy\nSurvey and other indicators of need.\n(c) Access and referral services shall be initiated at multiple points including\nbusinesses, educational institutions, labor organizations, employment offices,\nand government offices.\n(d) Multiple funding sources, program support, and partnerships to administer the\nadult education and literacy system may include student scholarship and\ngrants; fees for services rendered; and other general, agency, local, state,\nfederal, and private funds.\n(2) Services included as part of the adult education and literacy system shall include but\nnot be limited to functionally-contexted workplace essential skills training based on\nemployers' needs, leading to a competency -based certificate indicating proficiency\nin critical thinking, computating, reading, writing, communicating, problem -\nsolving, team-building, and use of technology at various worksites regarding basic\nskills.\n(3) In administering an adult education and literacy system, the Office of Adult\nEducation shall:\n(a) Assist providers with the development of quality job -specific and workplace\nessential skills instruction for workers in business and industry, literacy and\nadult basic education, adult secondary education, including High School\nEquivalency Diploma program preparation, English as a second language, and\nfamily literacy programs, in cooperation with local business, labor, economic\ndevelopment, educational, employment, and service support entities;\n(b) Provide assessments of each student's skill and competency level all owing\nassessments to be shared with other educational and employment entities\nwhen necessary for providing additional educational programs, taking into\nconsideration student confidentiality;\n(c) Assist adult educators to meet professional standards;\n(d) Create an awareness program in cooperation with the Administrative Office of\nthe Courts to ensure that District and Circuit Court Judges are aware of the\nprovisions of KRS 533.200 and the methods to access adult education and\nliteracy programs for persons sentenced under the statute;\n(e) Develop administrative regulations including those for business and industry\nservice participation and mechanisms for service funding through all\nappropriate federal, state, local, and private resources;\n(f) Require and monit or compliance with the program's administrative\nregulations and policies; and\n(g) Develop and implement performance measures and benchmarks.","path":["KRS Chapter 151B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=49117","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:47Z","sha256":"23161ab57607c2a1e9176f4f3010b94b34b0a51b7aea8eb860c2bd064a969fd5","source_id":"us-ky","stale":false,"prev":"us-ky/krs-151b.407","next":"us-ky/krs-151b.409"},"notice":"GroundRules: Original legal text.
