{"data":{"id":"us-ky/krs-152.712","jurisdiction":"us-ky","citation":"KRS 152.712","heading":"Office of Energy Policy -- Duties -- Fees -- Funding -- Partnerships and","body":"cooperative research initiatives.\n(1) The Office of Energy Policy in the Energy and Environment Cabinet shall:\n(a) Oversee the implementation of Kentucky's comprehensive energy strategy;\n(b) Provide leadership to enhance the benefits of energy efficiency and alternative\nenergy through supporting awareness, technology development, energy\npreparedness, partnerships, and resource development;\n(c) Enhance the economic opportuni ties and benefits to Kentucky citizens and\nindustry through expansion of current markets and the development of market\nopportunities for Kentucky coal, natural gas, petroleum, oil shale, tar sands,\nliquid and gaseous fuels from coal, and chemicals from coal;\n(d) To the extent funding is available, administer grant programs to support\nenergy-related research, development, and demonstration, including the\nsupport of multistate cooperative regional partnerships and research\ninitiatives;\n(e) Develop and impleme nt programs for the development, conservation, and\nutilization of energy in a manner to meet essential human needs while\nmaintaining the Kentucky economy at the highest feasible level. The programs\nshall include:\n1. Central access for collection, maintenan ce, and analysis of data and\ninformation on all forms of energy supply, demand, conservation, and\nrelated subjects;\n2. Formulation of a contingency plan to address any energy shortage which\nmay occur from time to time. The contingency plan shall relate to the\ncurtailment, allocation, planning, and management of all forms of\nenergy;\n3. Development and implementation of major energy conservation\nprograms involving all sectors of the Kentucky economy, including\nenergy audits of educational facilities and state-owned buildings; and\n4. Provision for the application of appropriate technologies with regard to\nalternative energy development, including the development of solar and\nother renewable resources and small -scale hydroelectric plants, and\npromotion, when fea sible, of the production of energy from other\nresources such as solid waste and biomass;\n(f) Provide technical assistance to the Finance and Administration Cabinet in\nimplementing the Energy Efficiency in Government Buildings Program;\n(g) Enter into agreements, administer grant programs, and serve as a liaison with\nthe federal government and other states in matters relating to energy; and\n(h) Participate in the review of applications and, upon request of the authority,\nassist the Kentucky Economic Development Finance Authority in monitoring\ntax incentive agreements as provided in Subchapter 27 of KRS Chapter 154.\n(2) The office may establish re asonable application fees to offset costs associated with\nreviewing and processing applications, including costs associated with hiring\noutside consultants.\n(3) The office is encouraged to use state funding available to it as a match for federal or\nprivate funding to increase the resources available to support energy research and\ndevelopment.\n(4) The office is encouraged to explore and develop regional partnerships and\ncooperative research initiatives with other states and governmental entities to\nenhance resources available for energy research and development.","path":["KRS Chapter 152"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=47568","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:48Z","sha256":"73083f48d0effea8818f3eab4a6d6d9ca5638730c0b45ce233cafc40088b9520","source_id":"us-ky","stale":false,"prev":"us-ky/krs-152.710","next":"us-ky/krs-152.713"},"notice":"GroundRules: Original legal text.
