{"data":{"id":"us-ky/krs-152.713","jurisdiction":"us-ky","citation":"KRS 152.713","heading":"Center for Renewable Energy Research and Environmental Stewardship --","body":"Duties -- Membership and duties of board of directors.\n(1) For purposes of this section, \"renewable energy\" has the same meaning as in KRS\n154.20-400.\n(2) The Center for Rene wable Energy Research and Environmental Stewardship is\nhereby created.\n(3) The Center for Renewable Energy Research and Environmental Stewardship shall:\n(a) Provide leadership, research, support, and policy development in renewable\nenergy;\n(b) Advance the goal of renewable energy;\n(c) Promote technologies, practices, and programs that increase efficiency in\nenergy utilization in homes, businesses, and public buildings;\n(d) Emphasize energy policies that would result in cost -conscious, responsible\ndevelopment of Kentucky's energy resources and a commitment to\nenvironmental quality;\n(e) Promote partnerships among the state's postsecondary education institutions,\nprivate industry, and nonprofit organizations to actively pursue federal\nresearch and development resources that are dedicated to renewable energy;\n(f) Promote the continued development of public -private partnerships dedicated\nto promoting energy efficiency through education and outreach;\n(g) Establish research priorities with approval of the board of d irectors created in\nsubsection (4) of this section, relating to renewable energy, and develop\nprocedures and processes for awarding research grants to eligible recipients as\ndefined by the board and to the extent that funding is available;\n(h) Collaborate with the Office of Energy Policy to avoid duplication of efforts,\nprovide appropriate data and information, and support the implementation of\nKentucky's comprehensive energy strategy; and\n(i) Carry out other activities to further the efficient and environm entally\nresponsible use of renewable energy.\n(4) (a) There is hereby created a governing board of directors to provide policy\ndirection, establish a strategic research agenda and operating policies, and\nprovide financial and operational oversight for the C enter for Renewable\nEnergy Research and Environmental Stewardship. The initial board shall be\nappointed within sixty (60) days following July 15, 2008.\n(b) The board shall consist of thirteen (13) members:\n1. One (1) member to represent the Office of Energy Policy as designated\nby its executive director;\n2. Three (3) members representing postsecondary education interests who\nshall be appointed by the Governor;\n3. One (1) member to be designated by the governing body of the Kentucky\nScience and Technology Corporation;\n4. One (1) member from an energy conservation organization who shall be\nappointed by the Governor;\n5. The secretary of the Economic Development Cabinet or the secretary's\ndesignee;\n6. One (1) member  who shall be a recognized consumer advocate to be\nappointed by the Governor;\n7. Three (3) members to represent companies that are focused on\nrenewable energy who shall be appointed by the Governor;\n8. One (1) member who shall represent environmental inter ests to be\nappointed by the Governor; and\n9. One (1) member who shall be selected to represent local government\ninterests to be appointed by the Governor.\n(c) The members appointed by the Governor shall serve two (2) year terms and\nmay be reappointed. The members representing specific agencies shall serve\nfor as long as the respective agencies determine appropriate.\n(5) The board shall:\n(a) Adopt operating procedures, including a meeting schedule;\n(b) Meet at least quarterly;\n(c) Select a chair and co-chair annually who may be reelected, not to exceed three\n(3) consecutive terms;\n(d) Establish working groups or subcommittees of the board as the board\ndetermines is needed;\n(e) Establish qualifications and job descriptions, set the compensation and\nbenefits, a nd employ staff as it determines necessary to carry out its\nresponsibilities under this section; and\n(f) Provide an annual program and financial report to the Legislative Research\nCommission within ninety (90) days of the close of each fiscal year.","path":["KRS Chapter 152"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=47569","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:48Z","sha256":"a0668e248172c9ccb5f33d737e5c0c06900fee2a18f08195f0564d51aa7b697d","source_id":"us-ky","stale":false,"prev":"us-ky/krs-152.712","next":"us-ky/krs-152.714"},"notice":"GroundRules: Original legal text.
