{"data":{"id":"us-ky/krs-152.720","jurisdiction":"us-ky","citation":"KRS 152.720","heading":"Strategy for production of transportation fuels and synthetic natural gas","body":"from fossil energy resources and biomass resources.\nTo ensure that Kentucky will lead the states in securing the energy independence of the\nUnited States and will conse quently benefit from economic growth and stabilization of\nthe Commonwealth's coal industry and agriculture, the Office of Energy Policy shall\ndevelop and implement a strategy for production of alternative transportation fuels and\nsynthetic natural gas from  fossil energy resources and biomass resources. The strategy\nshall address:\n(1) Technologies available or in use for producing alternative transportation fuels and\nsynthetic natural gas from fossil energy resources and biomass resources and the\nrelative ad vantages of these in terms of process efficiencies, environmental\nperformance, and marketable products, including chemicals, industrial feedstocks,\nand electricity;\n(2) Research, demonstration, and commercial -scale construction and operation of one\n(1) or more technologies, and follow-up expansion;\n(3) The essential nature of efficient cooperation, coordination, and synergy between the\nefforts of the Office of Energy Policy and those of Kentucky's public and private\ncolleges and universities in order to max imize Kentucky's opportunities to access\nfederal funds and to receive research grants and awards from federal and other\nsources to fund the development of clean coal technology, coal -to-liquid-fuel\nconversion, synthetic natural gas, alternative transportat ion fuels, and biomass\nresources;\n(4) The identification of federal funds available for research, development,\nconstruction, and operation of alternative transportation fuels or synthetic natural\ngas plants at laboratory, demonstration, and commercial scale;\n(5) Establishment of a major federal energy research laboratory in Kentucky;\n(6) Industry participation, both by single firms and by consortia, in research,\ndevelopment, construction, and operation of alternative transportation fuels or\nsynthetic natural gas plants;\n(7) Establishment or expansion of Kentucky state government incentives for\ndevelopment, construction, or operation of alternative transportation fuels and\nsynthetic natural gas production facilities, including but not limited to financial\nincentives, tax incentives, mandating or providing incentives for use of alternative\ntransportation fuels and synthetic natural gas by state government, school districts,\nor utilities, authority to issue bonds, and acquisition and preliminary environmental\nassessment of industrial sites; and\n(8) Development of incentives to encourage energy conservation and renewable fuel\nand energy use and deployment of renewable energy, including solar power, wind\npower, hydropower, and other sources.","path":["KRS Chapter 152"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=47571","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:48Z","sha256":"330f0ece4a9d47661508aaae28052107c97ee7ab8d4382218c6bccd4315e1a32","source_id":"us-ky","stale":false,"prev":"us-ky/krs-152.715","next":"us-ky/krs-152.725"},"notice":"GroundRules: Original legal text.
