{"data":{"id":"us-ky/krs-154.10-050","jurisdiction":"us-ky","citation":"KRS 154.10-050","heading":"Secretary as chief executive officer -- Duties and responsibilities.","body":"(1) The secretary shall be the chief executive officer of the Cabinet for Economic\nDevelopment and shall possess the professional qualifications appropriate for that\noffice as determined by the board.\n(2) The board shall set the salary of the secretary and up to two (2) additional executive\nofficers of the cabinet as determined by the board, which shall be exempt from state\nemployee salary limitations as set forth in KRS 64.64 0. No executive officer of the\ncabinet shall be paid a salary greater than that of the secretary.\n(3) The secretary shall be responsible for the day -to-day operations of the cabinet and\nshall report and submit on an annual basis implementation plans to the  board as\nprovided in KRS 154.10-060; carry out policy and program directives of the board;\ncoordinate programs of the cabinet with all other agencies of state government\nhaving economic development responsibilities; hire all other personnel of the\ncabinet consistent with state law; and carry out all other duties and responsibilities\nassigned by state law.\n(4) The secretary shall prepare and submit the proposed budget of the cabinet to the\nchairman who shall present it to the board for final approval. Upon approval, the\nboard shall submit the proposed budget to the Governor's Office for Policy and\nManagement.\n(5) The secretary shall be reimbursed for all actual and necessary expenses incurred in\nthe performance of all assigned duties and responsibilities.\n(6) The secretary shall give highest priority consideration in marketing, targeting, and\nrecruiting new businesses, in expanding existing businesses, and in recommending\nstate economic development loans, grants, and incentive programs administered by\nthe authority, to Kentucky counties which have had an average countywide rate of\nunemployment of fifteen percent (15%) or greater in the most recent twelve (12)\nconsecutive months for which unemployment figures are available, on the basis of\nthe final unemploymen t figures calculated by the Department of Workforce\nDevelopment within the Education and Labor Cabinet.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52355","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:52Z","sha256":"db2e7338a7e3610e55a8390a90949f24d7201189bea4904af715499fda956e78","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.10-040","next":"us-ky/krs-154.10-060"},"notice":"GroundRules: Original legal text.
