{"data":{"id":"us-ky/krs-154.12-205","jurisdiction":"us-ky","citation":"KRS 154.12-205","heading":"Bluegrass State Skills Corporation -- Board.","body":"(1) There  is hereby created an  independent, de  jure corporation of the\nCommonwealth  with all the general corporate powers incidental thereto which\nshall be known as the \"Bluegrass State Skills Corporation.\" The corporation\nshall be a political subdivision of the state and shall be attached to the Cabinet\nfor Economic Development.\n(2) The  corporation is created and established to improve and promote the\nemployment opportunities of the citizens of the Commonwealth  by creating and\nexpanding programs of skills training and education which meet the needs of\nqualified companies.\n(3) The  corporation shall be governed by a board of directors consisting of\nseventeen (17) members, including the following five (5) ex officio members:\nthe commissioner of the Department of Workforce Development or his or her\ndesignee, the secretary of the Cabinet for Economic  Development, the\nsecretary of the Education and Labor Cabinet, the president of the Council on\nPostsecondary Education, and the president of the Kentucky Community and\nTechnical College System. The twelve (12) other members  shall be appointed\nby  the Governor, including persons having knowledge and experience in\nbusiness and industry, skills training, education, and minority employment; and\nat least one (1) of the twelve (12) members  shall be appointed to represent\nlabor organizations. Each member  appointed by the Governor shall serve for a\nterm of four (4) years, except that in making the initial appointments, the\nGovernor shall appoint three (3) members  to serve for one (1) year, three (3)\nmembers  to serve for two (2) years, three (3) members  to serve for three (3)\nyears, and three (3) members  to serve for four (4) years. All succeeding\nappointments shall be for a term of four (4) years.\n(4) In the event of a vacancy, the Governor may appoint a replacement member\nwho  shall hold office during the remainder of the term so vacated.\n(5) Any  member  may  be removed  from his appointment by the Governor for\ncause.\n(6) The Governor shall designate a member  of the board as its chairman.\n(7) Members  of the board of directors of the corporation, except for ex officio\nmembers,  shall be entitled to compensation for their services in the amount of\none hundred dollars ($100) for each regular or special called meeting of the\ncorporation, and all members  shall be entitled to reimbursement for any actual\nand necessary expenses incurred in the performance of their duties.\n(8) The board of directors of the corporation shall annually elect a vice chairman, a\nsecretary, and  a  treasurer. The  secretary shall keep  a  record of the\nproceedings of the corporation and shall be custodian of all books, documents,\nand papers filed with the corporation, and its official seal.\n(9) The  Cabinet for Economic  Development  shall provide staff and  support\nservices to the corporation and shall direct and supervise its administrative\naffairs and general management  subject to the policies, control, and direction\nof the board.\n(10) All officers and employees of the corporation having access to its funding shall\ngive bond to the corporation, at its expense, in the amount and with the surety\nas the board may prescribe.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52357","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:52Z","sha256":"0d53e62f9d01fd727281ab504d692ec791c3d21b40e25257e3b91fc511e12d7a","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.12-204","next":"us-ky/krs-154.12-206"},"notice":"GroundRules: Original legal text.
