{"data":{"id":"us-ky/krs-154.14-020","jurisdiction":"us-ky","citation":"KRS 154.14-020","heading":"Definitions for subchapter.","body":"As used in this subchapter:\n(1) \"Cabinet\" means the Cabinet for Economic Development;\n(2) \"County population ranking\" means the score of each county determined by the\ncabinet under KRS 154.14-050(7);\n(3) \"Eligible grant applicant\" means a county or city governing body, any entity\norganized in Kentucky providing public services through law enforcement, fire,\nemergency medical, rescue, waterfront development, a water utility, or a waste\nwater utility to persons domiciled in Kentucky, or a nonprofit charitable\norganization organized under 26  U.S.C. sec. 501(c)(3) and engaged in public\nbenefit improvements;\n(4) \"Eligible project\" means a project that:\n(a) Meets the requirements for a federal grant offered or administered by a\nqualifying federal entity that:\n1. Requires a local match; or\n2. Is a Delta Regional Authority project that includes language explicitly\nstating that a local match will make an application more competitive;\n(b) Benefits the public or substantially benefits the public and satisfies the\nevaluation criteria in KRS 154.14-050 and that is initiated on:\n1. Publicly owned property;\n2. Property to be acquired, which comes with either a:\na. Legally binding letter of inten t or option for the sale to an eligible\ngrant applicant; or\nb. Legally binding sale agreement for the sale to an eligible grant\napplicant; or\n3. Private property on which a project is located that is in the public\ninterest and for a public purpose and that  benefits an eligible\ncommunity; and\n(c) Requires local matching funds based on the county population ranking as\nprovided in KRS 154.14-050;\n(5) \"Eligible use\" means the authorized purpose for which an awarded grant may be\nused depending on the source of funds from the federal government;\n(6) \"GRANT Program\" means the Government Resources Accelerating Needed\nTransformation Program established in KRS 154.14-030;\n(7) \"GRANT Program fund\" means the fund established in KRS 154.14-060;\n(8) \"Population density\":\n(a) Means the number of persons per square mile of a county;\n(b) Is calculated by dividing the total county population by the square miles in the\ncounty;\n(c) Is determined by using the population estimate from the most recent available\nfive (5) year Americ an Community Survey as published by the United States\nCensus Bureau; and\n(d) Is used to rank each county in descending order, with the county having the\nlargest population density receiving a rank of one (1) and the county with the\nsmallest population density receiving a rank of one hundred twenty (120);\n(9) \"Qualifying federal entity\" includes the following:\n(a) The Domestic Policy Council;\n(b) The Office of Management and Budget;\n(c) The United States Department of Energy;\n(d) The United States Department of the Treasury;\n(e) The United States Department of the Interior;\n(f) The United States Department of Agriculture;\n(g) The United States Department of Commerce;\n(h) The United States Department of Labor;\n(i) The United States Department of Health and Human Services;\n(j) The United States Department of Housing and Urban Development;\n(k) The United States Department of Transportation;\n(l) The United States Department of Education;\n(m) The United States Department of Homeland Security;\n(n) The United States Department of Justice;\n(o) The United States Department of Defense;\n(p) The United States Environmental Protection Agency;\n(q) The Appalachian Regional Commission;\n(r) The Delta Regional Authority;\n(s) The National Science Foundation; and\n(t) Any federal agency, department, or entity that is the successor of an entity\nlisted in paragraphs (a) to (s) of this subsection;\n(10) \"Regional project\" means an eligible project that is proposed by eligible grant\napplicants residing or having a primary business address in different counties in this\nCommonwealth or by eligible grant subrecipients as part of a multistate project who\nsubmit a regional grant application; and\n(11) \"Ten (10) year percentage change in population\":\n(a) Means the percentage change in population within a county;\n(b) Is determined by comparing the population estimate from the most recent\navailable five (5) year American Community Survey as published by the\nUnited States Censu s Bureau to the same survey ten (10) years prior to the\nmost recent available survey; and\n(c) Is used to rank each county in descending order, with the county having the\nlargest positive percentage change in population receiving a rank of one (1)\nand the county with the largest negative percentage change receiving a rank of\none hundred twenty (120).","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56857","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:52Z","sha256":"011d972a8a35b437968544da6a5ebc31f8b47a8db3b8d595fc191b850e87acb6","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.14-010","next":"us-ky/krs-154.14-030"},"notice":"GroundRules: Original legal text.
