{"data":{"id":"us-ky/krs-154.14-030","jurisdiction":"us-ky","citation":"KRS 154.14-030","heading":"Government Resources Accelerating Needed Transformation (GRANT)","body":"Program -- Administration -- Administrative regulations -- Operation --\nSunset -- Assistance by area development districts and state universities --\nIdentification of and application for available federal grants.\n(1) The Government Resources Accelerating Needed Transformation Program is\nhereby established under the cabinet. The cabinet's administration of the program\nincludes but is not limited to the following:\n(a) Creating and making available a standardized grant application and a regional\ngrant application for the obligation of state funds under this subchapter to\napply for matching federal funds;\n(b) Developing a standardized scoring system pursuant to this section and KRS\n154.14-050;\n(c) Reviewing and processing applications submitted to the cabinet by eligible\ngrant applicants;\n(d) Verifying that an eligible grant applicant is seeking a federal grant for an\neligible project;\n(e) Evaluating the project proposed by the match a pplication in accordance with\nthe evaluation criteria set forth in this section and KRS 154.14-050;\n(f) Scoring each application pursuant to the scoring system described in KRS\n154.14-050;\n(g) Ranking each match application:\n1. To prioritize the greatest r eturn on investment and relative positive\nimpact of the eligible project; and\n2. Based on the project evaluation and the project score described in this\nsection and KRS 154.14-050;\n(h) Identifying eligible grant applicants whose eligible project demonstrates a\nhigh level of investment potential if a match is provided, as revealed by th e\nevaluation, scoring, and county population ranking process described in this\nsection and KRS 154.14-050;\n(i) Providing detailed feedback to the eligible grant applicants after the project\nevaluation and project score are completed and the application is approved or\ndenied by the cabinet, unless otherwise prohibited by federal or state law;\n(j) Obligating matching funds to selected eligible grant applicants; and\n(k) Compiling the monthly and annual reports to be submitted under KRS 154.14-\n070.\n(2) The cabinet shall determine the terms, conditions, and requirements of grant awards\nfrom the GRANT Program fund. The cabinet may establish procedures and\nstandards for the review and approval of the obligation of match funds through the\npromulgation of administrative regulations in accordance with KRS Chapter 13A.\n(3) The secretary of the cabinet shall have the authority to hire staff, contract for\nservices, expend funds, and operate the normal business activities of the GRANT\nProgram. Notwithstanding KRS Chapter 45A, the cabinet may contract with a third\nparty for implementation and administration of the program.\n(4) The GRANT Program shall sunset on December 31, 2028, unless authorized by the\nGeneral Assembly to continue its work for a specified period of time.\n(5) The Kentucky Council of Area Development Districts and local area development\ndistricts shall assist eligible grant applicants in identifying available federal grant\nopportunities and preparing federal grant applications and GRANT Program\napplications. This subsection shall not prevent any public agency or nonprofit entity\nfrom assisting eligible grant applicants in identifying available federal grant\nopportunities and preparing federal grant applications and GRANT Program\napplications.\n(6) Upon request of the local area development districts, a local public institution in the\npostsecondary education system as defined in KRS 164.001 shall assist the eligible\ngrant applicants in their area by including but not limited to:\n(a) Identifying opportunities for federal grants;\n(b) Rendering supplemental support for federal grant applications on behalf of the\ncommunities including but not limited to providing data and analysis for the\nfederal grant application; or\n(c) Acting as the contact person for the local publ ic institution to the Kentucky\nCouncil of Area Development Districts and to the area development district in\nwhich the local public institution is located and updating the contact person\ninformation.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56858","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:52Z","sha256":"569df794a9337acdbc966fe8ea87e64891d1d1e336ace2f479cf48149ceae553","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.14-020","next":"us-ky/krs-154.14-040"},"notice":"GroundRules: Original legal text.
