{"data":{"id":"us-ky/krs-154.14-060","jurisdiction":"us-ky","citation":"KRS 154.14-060","heading":"GRANT Program fund -- Administration -- Use of funds -- Transfer.","body":"(1) There is hereby established in the State Treasury a trust and agency account to be\nknown as the GRANT Program fund. The fund shall consist of moneys received\nfrom state appropriations, gifts, grants, and federal funds.\n(2) The fund shall be administered and maintained by the cabinet.\n(3) (a) Amounts deposited in the fund shall be used for awarding:\n1. Matching funds to successful applicants of the GRANT Program upon\nnotification of award of the federal grant requiring matching funds.\nExcept as provided in paragraph (b) of this subsection, up to twenty\npercent (20%) of the amounts deposited in the fund shall be used for\nmatch awards for nonprofit charitable organizations orga nized under 26\nU.S.C. sec. 501(c)(3); and\n2. Matching funds to successful applicants of the GRANT Program upon\nnotification of award of the federal grant requiring matching funds.\nExcept as provided in paragraph (b) of this subsection, up to eighty\npercent (80%) of the amounts deposited in the fund shall be used for\nmatch awards to county or city governing bodies.\n(b) The cabinet may transfer up to ten percent (10%) of funds remaining in one\n(1) of the categories listed in paragraph (a)1. or 2. of this subs ection to the\nother category in that paragraph if:\n1. The upper limit established is reached within a category;\n2. There are eligible projects to be funded from the category that has\nreached the limit; and\n3. Funds remain available in the other category.\nIf a transfer is made, the cabinet shall provide notice in writing to the Interim\nJoint Committee on Appropriations  and Revenue if the transfer is made\nduring an interim between legislative sessions, or the Senate Standing\nCommittee on Appropriations and Revenue and the House Standing\nCommittee on Appropriations and Revenue if the transfer is made during a\nlegislative session.\n(4) Notwithstanding KRS 45.229, moneys in the account not expended at the close of a\nfiscal year shall not lapse but shall be carried forward into the next fiscal year.\n(5) Any interest earnings of the fund shall become a part of the fund and shal l not\nlapse.\n(6) Any match funds awarded under subsection (3) of this section shall be canceled\nupon denial of the federal award.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55902","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:53Z","sha256":"52b7e0ec7c1921080f402c4c87b0901a6aec4537bb9eda24aa13418a11c72c83","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.14-050","next":"us-ky/krs-154.14-070"},"notice":"GroundRules: Original legal text.
