{"data":{"id":"us-ky/krs-154.21-015","jurisdiction":"us-ky","citation":"KRS 154.21-015","heading":"Definitions for KRS 154.21-010 to 154.21-040.","body":"As used in KRS 154.21-010 to 154.21-040:\n(1) \"Cabinet\" means the Cabinet for Economic Development;\n(2) \"County population ranking\" means the score of each county determined by the\ncabinet under KRS 154.21-017;\n(3) \"Eligible grant recipient\" means a grant a pplicant that is a local government or an\neconomic development authority in an economic development district in this\nCommonwealth that is engaged in an eligible project;\n(4) \"Eligible project\":\n(a) Means an economic development project initiated on a property that meets the\navailability requirements in KRS 154.21-035(3); and\n(b) Requires local matching funds based on the county population ranking;\n(5) \"Eligible use\":\n(a) Means the authorized purpose for which an awarded grant may be used\ndepending on the source of funds from the Commonwealth; and\n(b) May include expenditures in any of the following categories or some\ncombination thereof:\n1. Due diligence study;\n2. Property acquisition;\n3. Infrastructure extension or improvement;\n4. Site preparation work;\n5. Building construction or renovation; or\n6. Road improvement;\n(6) \"Heritage county\" means a county where the county population ranking determined\nby the cabinet under KRS 154.21 -017 scores greater than or equal to ninety -seven\n(97);\n(7) \"Population density\":\n(a) Means the number of persons per square mile of a county;\n(b) Is calculated by dividing the total county population by the square miles in the\ncounty;\n(c) Is determined by using the population estimate from the most recent available\nfive (5) year American Community Survey as published by the United States\nCensus Bureau; and\n(d) Is used to rank each county in descending order, with the county having the\nlargest population density receiving a rank of one (1) and the county with the\nsmallest population density receiving a rank of one hundred twenty (120);\n(8) \"Regional project\" means an eligible project that is proposed by eligible grant\nrecipients residing in different counties in this Commonwealth who submit a single\ngrant application as co-applicants; and\n(9) \"Ten (10) year percentage change in population\":\n(a) Means the percentage change in population within a county;\n(b) Is determined by comparing the population estimate from the mos t recent\navailable five (5) year American Community Survey as published by the\nUnited States Census Bureau to the same survey ten (10) years prior to the\nmost recent available survey; and\n(c) Is used to rank each county in descending order, with the county  having the\nlargest positive percentage change in population receiving a rank of one (1)\nand the county with the largest negative percentage change receiving a rank of\none hundred twenty (120).","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57118","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:54Z","sha256":"7380cc75275a7d60b26499dbd58a676fc0b1fb086051341a7827878c6506c161","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.21-010","next":"us-ky/krs-154.21-017"},"notice":"GroundRules: Original legal text.
