{"data":{"id":"us-ky/krs-154.35-050","jurisdiction":"us-ky","citation":"KRS 154.35-050","heading":"Functions of basic research centers and applied research centers --","body":"Advisory committees -- Goal of infrastructure -- Centers to retain or contract\nwith experts.\n(1) The function of the basic research centers shall be to perform basic research of\nsignificant benefit to one (1) or more key industries that have been identified in and\ntargeted by the state's economic development strategic plan as having major\nimportance to the sustained economic growth of the Commonwealth. The areas of\nresearch to be performed by each basic research center shall be set forth in the\ncontract between the council and the contracting university and shall be approved\nonly for those projects for which the center has a commitment from a private sector\npartner to make use of the results of the research.\n(2) The functions of the applied research centers shall be:\n(a) To perform applied research, development, and technology transfer on a fee\nfor service basis, to businesses and groups of businesses. For performing this\nfunction the center shall give preference to businesses in key industries and\nnetworks of businesses;\n(b) To provide advice to businesses regarding other areas of business operations\nnecessary for improved performance, including workforce training, total\nquality assurance, inventory control, and reorganization of the business and\nworkplace; and\n(c) To perform applied research and technology development of significant\nbenefit to one (1) or more key industries in areas set forth in the contract\nbetween the council and the contracting university.\n(3) The council shall appoint advisory committees of persons knowledgeable in each\nkey industry to advise the council and the centers with regard to research needs of\nthe industry and to evaluate research plans and research results.\n(4) It shall be the goal of the infrastructure that eighty percent (80%) of the total\nrevenues of each center shall be generated by payments under contracts from\nprivate businesses.\n(5) To perform the functions set out in this section each center s hall retain or contract\nwith scientists, engineers, and other persons having high levels of expertise in\nappropriate fields of research, including but not limited to, faculty, staff and\nstudents of the contracting universities; provided, however, that all contracts with\npersons employed by the contracting university shall be subject to approval by the\ncouncil.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=2911","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:56Z","sha256":"47c9f7bf25b77e9a3f62a9f5dec001bfa92cae86bd3b1eb9b761b438e8c3f579","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154.35-046","next":"us-ky/krs-154.35-055"},"notice":"GroundRules: Original legal text.
