{"data":{"id":"us-ky/krs-154a.050","jurisdiction":"us-ky","citation":"KRS 154A.050","heading":"Duties of board.","body":"(1) The board of directors shall provide the president with private -sector perspectives\non the operation of a large marketing enterprise. The board shall:\n(a) Approve, disapprove, amend, or modify the budget recommended by the\npresident for the operation of the corporation;\n(b) Approve, disapprove, amend, or modify the terms of major lottery\nprocurements recommended by the president;\n(c) Serve as a board of appeal for any denial, revocation, or cancellation by the\npresident of a contract with a lottery retailer; and\n(d) Adopt, from time to time, administrative regulations which shall be subject to\nthe provisions of KRS Chapter 13A, as may be necessary to carry out and\nimplement its powers and duties, the operation of the corporation, the conduct\nof lottery games  in general, and any other matters necessary or desirable for\nthe efficient and effective operation of the lottery or convenience of the\npublic. The board may adopt, without recourse to the administrative regulation\nprocess unless it so desires, rules for the conduct of specific lottery games,\nincluding but not limited to, rules specifying:\n1. The types of games to be conducted;\n2. The sale price of tickets;\n3. The number and amount of prizes;\n4. The method and location of selecting or validating winning tickets;\n5. The frequency and the means of conducting drawings which shall be\nopen to the public;\n6. The manner of payment of prizes;\n7. The frequency of games and drawings;\n8. The manner and amount of compensation to lottery retailers, except all\ncompensation shall be uniform; and\n9. Any other matters necessary or desirable for the efficient and effective\noperation of the lottery or for the convenience of the public.\n(2) In all other matters, the board shall advise and make recommendations. However,\nthe board shall:\n(a) Conduct hearings upon complaints charging violations of this chapter or of\nadministrative regulations adopted by the corporation and shall conduct such\nother hearings as may be provided by administrative regulation;\n(b) Review the performance of the corporation and:\n1. Advise the president and make recommendations to him regarding\noperations of the corporation; and\n2. Identify potential improvements in this chapter , the administrative\nregulations of the corporation, and the management of the corporation;\n(c) Request from the corporation any information the board determines to be\nrelevant to its duties; and\n(d) Report to the president of the corporation, the Governor , the President of the\nSenate, and the Speaker of the House of Representatives regarding its findings\nand recommendations.","path":["KRS Chapter 154A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=3011","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:58Z","sha256":"f6bedbb03c50d2f18dfacd9d6bf9302189fc4c70463d9f3ec38f297c2007a683","source_id":"us-ky","stale":false,"prev":"us-ky/krs-154a.040","next":"us-ky/krs-154a.060"},"notice":"GroundRules: Original legal text.
