{"data":{"id":"us-ky/krs-156.101","jurisdiction":"us-ky","citation":"KRS 156.101","heading":"Purpose of section -- Definition of \"instructional leader\" -- Effective","body":"instructional leadership program.\n(1) The purpose of this section is to encourage and require the maintenance and\ndevelopment of effective instructional leadership in  the public schools of the\nCommonwealth and to recognize that principals, with the assistance of assistant\nprincipals, supervisors of instruction, guidance counselors, and directors of special\neducation, have the primary responsibility for instructional leadership in the schools\nto which they are assigned.\n(2) As used in this section, \"instructional leader\" means an employee of the public\nschools of the Commonwealth employed as a principal, assistant principal,\nsupervisor of instruction, guidance counselor, director of special education, or other\nadministrative position deemed by the Education Professional Standards Board to\nrequire an administrative certificate.\n(3) In order to carry out the purpose of this section, the Kentucky Board of Education\nshall establish a statewide program to improve and maintain the quality of effective\ninstructional leadership in the public schools of the Commonwealth.\n(4) The effective instructional leadership program shall contain the following\nprovisions:\n(a) Each instructiona l leader employed by the public schools of the\nCommonwealth shall participate in a continuing intensive training program\ndesigned especially for instructional leaders;\n(b) Each instructional leader shall annually complete an intensive training\nprogram approved by the Kentucky Board of Education to include no fewer\nthan twenty -one (21) participant hours of instruction. Hours completed by\nparticipants in the principal leadership development practicum under KRS\n156.565 may be substituted to satisfy this requirement;\n(c) The Kentucky Board of Education shall prescribe specific criteria for the\ntraining program. The Kentucky Department of Education may contract for\nspecific training with qualified agencies or institutions or approve programs\noffered by training p roviders, including local district training programs,\nexcept that the department shall ensure the requirements of paragraph (d) of\nthis subsection are met; and\n(d) Annually, each local district superintendent shall report to the Kentucky\nDepartment of Educ ation any instructional leader who fails to complete the\ntraining requirements of paragraph (b) of this subsection and shall place the\nleader on probation for one (1) year. The Department of Education shall\nverify completion of the required training. If the required training for the prior\nyear and the current year is not completed during the probationary period, the\nDepartment of Education shall forward the information to the Education\nProfessional Standards Board, which shall revoke the instructional leade r's\ncertificate.\n(5) The Kentucky Department of Education shall ensure that training options in human\nresource management and conflict resolution techniques are available to education\nleaders throughout the state.\n(6) This section shall be known as the Effective Instructional Leadership Act.","path":["KRS Chapter 156"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57896","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:59Z","sha256":"7070ffb9a0f78d927ff62d60efb26bd6a8f5d5d2ee3dd53ee7dd6a590ee4c260","source_id":"us-ky","stale":false,"prev":"us-ky/krs-156.100","next":"us-ky/krs-156.105"},"notice":"GroundRules: Original legal text.
