{"data":{"id":"us-ky/krs-156.496","jurisdiction":"us-ky","citation":"KRS 156.496","heading":"Family resource and youth services centers -- Design -- Core components --","body":"Location -- Grant program -- Prohibition on abortion counseling and referrals\n-- Monetary donations.\n(1) Family resource and youth services centers shall be designed to meet the needs of\nchildren and their families by providing services to enhance a student's ability to\nsucceed in school. If resources are limited, students and families who are the most\neconomically disadvantaged shall receive priority status for receiving services.\n(2) Family resource centers shall be located in or near each elementary school in the\nCommonwealth in which twenty percent (20%) or more of the student body are\neligible for free or reduced -price school meals. Family resource centers shall\npromote identification and coordination of existing resources and shall include but\nnot be limited to the following core components for each site:\n(a) Full-time preschool child care for children two (2) and three (3) years of age;\n(b) After-school child care for children ages four (4) through twelve (12), with the\nchild care being full-time during the summer and on other days when school is\nnot in session;\n(c) Families in training, which shall consist of an integrated approach to home\nvisits, group meetings, and  monitoring child development for new and\nexpectant parents;\n(d) Family literacy services as described in KRS 158.360 or a similar program\ndesigned to provide opportunities for parents and children to learn together\nand promote lifelong learning; and\n(e) Health services or referrals to health services, or both.\n(3) Youth services centers shall be located in or near each school in the\nCommonwealth, except elementary schools, in which twenty percent (20%) or more\nof the student body are eligible for free or r educed-price school meals. Youth\nservices centers shall promote identification and coordination of existing resources\nand shall include but not be limited to the following core components for each site:\n(a) Referrals to health and social services;\n(b) Career exploration and development;\n(c) Summer and part-time job development for high school students;\n(d) Substance abuse education and counseling; and\n(e) Family crisis and mental health counseling.\n(4) A grant program is hereby established to provide financ ial assistance to eligible\nschool districts to establish or maintain family resource or youth services centers.\nThe Cabinet for Health and Family Services shall award grants pursuant to KRS\n156.4977. Funding provided to the Cabinet for Health and Family Se rvices for the\ngrant program and agency administrative costs shall include an increase that is equal\nto or greater than the general fund growth factor provided in agency budget\ninstructions.\n(5) A family resource or youth services center that receives funding for one (1) year or\nmore shall not be considered ineligible for funding based solely on the percent of\nthe student body eligible for free or reduced -price school meals unless the percent\nof the student body eligible for free or reduced -price school meals is below twenty\npercent (20%) for five (5) consecutive years.\n(6) A school district shall not operate a family resource center or a youth services center\nthat provides abortion counseling or m akes referrals to a health care facility for the\npurpose of seeking an abortion.\n(7) A school district may accept monetary donations for the operation and maintenance\nof family resource and youth services centers. Any donations given to the school\ndistrict for the operation and maintenance of family resource and youth services\ncenters shall be used only for the operation and maintenance of family resource and\nyouth services centers, and for no other purpose.","path":["KRS Chapter 156"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=48784","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:00Z","sha256":"0206135ee553404a85ddff8260d00efcd889ddb9a2d23c30e95b009c6a478be2","source_id":"us-ky","stale":false,"prev":"us-ky/krs-156.495","next":"us-ky/krs-156.497"},"notice":"GroundRules: Original legal text.
