{"data":{"id":"us-ky/krs-156.670","jurisdiction":"us-ky","citation":"KRS 156.670","heading":"Development of master plan for education technology.","body":"(1) The Kentucky Department of Education shall develop the master plan for education\ntechnology and submit the plan to the Kentucky Board of Education and the\nLegislative Research Commission for approval. Implementation of each stage of the\nmaster plan shall begin immediately upon approval of the board and the Legislative\nResearch Commission. The plan shall outline the Commonwealth's five (5) year\nactivities related to purchasing, developing, and using technology to:\n(a) Improve learning and teaching and the ab ility to meet individual students'\nneeds to increase student achievement;\n(b) Improve curriculum delivery to help meet the needs for educational equity\nacross the state;\n(c) Improve delivery of professional development;\n(d) Improve the efficiency and productivity of administrators; and\n(e) Encourage development by the private sector and acquisition by districts of\ntechnologies and applications appropriate for education.\n(2) The five (5) year plan shall cover all aspects of education technology, including bu t\nnot limited to its use in educational instruction and administration, video and\ncomputer systems, software and hardware, multiple delivery systems for satellite,\nmicrowave, cable, instructional television fixed service, fiber optic, and computer\nconnections products, the preparation of school buildings for technological\nreadiness, and the development of staff necessary to implement the plan.\n(3) The five (5) year plan shall include specific recommendations to the Kentucky\nBoard of Education for the adopti on of administrative regulations to establish and\nimplement a uniform and integrated system of standards and guidelines for\nfinancial accounting and reporting which shall be used by all school districts.\n(4) The integrated technology -based communications s ystem shall provide\ncomprehensive, current, accurate, and accessible information relating to\nmanagement, finance, operations, instruction, and pupil programs which are under\nthe jurisdiction of the Department of Education.\n(5) To facilitate communication a mong teachers, parents, students, and prospective\nemployers of students, and to provide access to many vital technological services,\nthe five (5) year plan shall include the installation of a telephone in each classroom.\n(6) In designing and implementing the five (5) year plan, the department shall consider\nseeking the active participation of private organizations whose knowledge and\nassistance will be useful.\n(7) The department shall submit its recommendations to the Kentucky  Board of\nEducation, which shall accept the recommendations or return them to the\ndepartment along with suggestions for changes to make the recommendations\nconsistent with the policies of the Kentucky Board of Education.","path":["KRS Chapter 156"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=58165","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:01Z","sha256":"855b5c1e278f3259767ed03048a1849f938a195fc5811090ee83d77749d2e0ce","source_id":"us-ky","stale":false,"prev":"us-ky/krs-156.666","next":"us-ky/krs-156.671"},"notice":"GroundRules: Original legal text.
