In each year, the agency represented by the chairman shall provide\nany necessary staff support required, including provision of a secretary, whose\nduties shall include the taking of minutes and distribution thereof. The agency\nrepresented by the chairman shall make arrangements for meeting facilities.\n(2) All meetings will be held in Frankfort, Kentucky, upon the call of the chairman\nor a majority vote of the membership.
