{"data":{"id":"us-ky/krs-157.611","jurisdiction":"us-ky","citation":"KRS 157.611","heading":"School Facilities Construction Commission -- Legislative intent.","body":"(1) By establishing the School Facilities Construction Commission, the General\nAssembly expresses its commitment to help local districts meet the school\nconstruction needs and t he education technology needs of the state in a manner\nwhich will insure an equitable distribution of funds based on unmet facilities need\nand the total implementation of the Kentucky Education Technology System.\n(2) The commission is empowered to act on b ehalf of school districts to issue bonds in\nthe name of the commission and to enter into lease agreements with local boards of\neducation to finance construction of new facilities, major renovation of existing\nschool facilities. The commission is also empowered to enter into agreements which\nmay provide for a percentage discount, on a biennially renewable basis, of annual\nlease agreements due the commission for those districts which participate. The\ncommission is also empowered to enter into lease agreements  with the Department\nof Education to build state -owned facilities operated by the Department of\nEducation or to purchase or lease education technology equipment and related\nsoftware identified in the technology master plan for those facilities or the\nDepartment of Education.\n(3) The commission shall assist local school boards meet their education technology\nneeds by distributing state funds appropriated for this purpose and by assisting\nschool boards to design efficient finance plans for the bonding, purcha se or lease of\neducation technology equipment and related software identified in the technology\nmaster plan.\n(4) The commission shall administer two (2) separate programs: the school\nconstruction funding program and the education technology funding program .\nFunds appropriated for each program shall be maintained, administered, and audited\nseparately.\n(5) Nothing in KRS 157.611 to 157.640 shall prohibit a school district from issuing\nbonds, including general obligation bonds, in accordance with KRS Chapter 6 6 or\n162.","path":["KRS Chapter 157"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55076","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:02Z","sha256":"0c5601b5ed8eba6a592d80d0643dccc62cc44c4cf6b54acc59fa44030986d9d3","source_id":"us-ky","stale":false,"prev":"us-ky/krs-157.610","next":"us-ky/krs-157.615"},"notice":"GroundRules: Original legal text.
