{"data":{"id":"us-ky/krs-158.145","jurisdiction":"us-ky","citation":"KRS 158.145","heading":"Legislative findings and declarations on school dropout rate.","body":"(1) The General Assembly hereby finds that:\n(a) Little progress has been made  in reducing the state's student dropout\nrate;\n(b) The number of school dropouts in Kentucky is unacceptable;\n(c) The factors, such as lack of academic success, poor school attendance,\nlack of parental support and encouragement, low socioeconomic status,\npoor health, child abuse, drug and alcohol addictions, alienation from\nschool and community, and other factors that are associated with an\nincreased probability of students dropping out of school, occur long before\nthe end of compulsory school age;\n(d) Students who drop out of school before graduation are less likely to have\nthe basic capacities as defined in KRS  158.645 and the skills as defined\nin KRS 158.6451;\n(e) The number of school dropouts seriously interferes with Kentucky's ability\nto develop and maintain a well-educated and highly trained workforce;\n(f) The  effects of students dropping out of school can be felt throughout all\nlevels of society and  generations in increased unemployment  and\nunderemployment,  reduced personal and  family incomes, increased\ncrime, decreased educational, social, emotional, and physical well-being,\nand in increased needs for government services; and\n(g) The  positive reduction in school dropouts can only be achieved by\ncomprehensive intervention and prevention strategies.\n(2) The General Assembly declares on behalf of the people of the Commonwealth\nthe following goals to be achieved by the year 2006:\n(a) The  statewide annual average school dropout rate will be cut by fifty\npercent (50%) of what it was in the year 2000. All students who drop out\nof a school during a school year and all students who have not graduated,\nfail to enroll in the school for the following school year, and do not transfer\nto another school, shall be included in the statewide annual average\nschool dropout rate;\n(b) No  school will have an annual dropout rate that exceeds five percent\n(5%); and\n(c) Each county will have thirty percent (30%) fewer adults between the ages\nof sixteen (16) and twenty-four (24) without a high school diploma or a\nHigh School Equivalency Diploma than the county had in the year 2000.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=46047","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:04Z","sha256":"e59f433c6c49334683764a94c2ad076cb9a2dbc45389755afe2f406a6b917d53","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.144","next":"us-ky/krs-158.146"},"notice":"GroundRules: Original legal text.
