{"data":{"id":"us-ky/krs-158.146","jurisdiction":"us-ky","citation":"KRS 158.146","heading":"Establishment of strategy to address school dropout problem --","body":"Department to provide technical assistance, award grants, and disseminate\ninformation to school districts and school level personnel.\n(1) No later than December 30, 2000, the Kentuc ky Department of Education shall\nestablish and implement a comprehensive statewide strategy to provide assistance to\nlocal districts and schools to address the student dropout problem in Kentucky\npublic schools. In the development of the statewide strategy , the department shall\nengage private and public representatives who have an interest in the discussion.\nThe statewide strategy shall build upon the existing programs and initiatives that\nhave proven successful. The department shall also take into consider ation the\nfollowing:\n(a) Analyses of annual district and school dropout data as submitted under KRS\n158.148 and 158.6453;\n(b) State and federal resources and programs, including, but not limited to,\nextended school services; early learning centers; family resource and youth\nservice centers; alternative education services; preschool; service learning;\ndrug and alcohol prevention programs; School -to-Careers; High Schools that\nWork; school safety grants; and other relevant programs and services that\ncould be used in a multidimensional strategy;\n(c) Comprehensive student programs and services that include, but are not limited\nto, identification, counseling, mentoring, and other educational strategies for\nelementary, middle, and high school students who are demon strating little or\nno success in school, who have poor school attendance, or who possess other\nrisk factors that contribute to the likelihood of their dropping out of school;\nand\n(d) Evaluation procedures to measure progress within school districts, school s,\nand statewide.\n(2) No state or federal funds for adult education and literacy, including but not limited\nto funds appropriated under KRS 151B.409 or 20 U.S.C. secs. 9201 et seq., shall be\nused to pay for a high school student enrolled in an alternative program operated or\ncontracted by a school district leading to a certificate of completion or a High\nSchool Equivalency Diploma.\n(3) The department, with assistance from appropriate agencies, shall provide technical\nassistance to districts requesting assis tance with dropout prevention strategies and\nthe development of district and schoolwide plans.\n(4) The department shall award grants to local school districts for dropout prevention\nprograms based upon available appropriations from the General Assembly and  in\ncompliance with administrative regulations promulgated by the Kentucky Board of\nEducation for this purpose. Seventy -five percent (75%) of the available dropout\nfunds shall be directed to services for at-risk elementary and middle school students,\nincluding, but not limited to, identification, counseling, home visitations, parental\ntraining, and other strategies to improve school attendance, school achievement, and\nto minimize at-risk factors. Twenty-five percent (25%) of the funds shall be directed\nto s ervices for high school students identified as likely to drop out of school,\nincluding, but not limited to, counseling, tutoring, extra instructional support,\nalternative programming, and other appropriate strategies. Priority for grants shall\nbe awarded to districts that average, over a three (3) year period, an annual dropout\nrate exceeding five percent (5%).\n(5) The department shall disseminate information on best practices in dropout\nprevention in order to advance the knowledge for district and school level personnel\nto address the dropout problem effectively.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=49097","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:04Z","sha256":"213af086be8588cc3c904ad78079e50faea9f28b17b8baf1fe3cd4556f24ccb7","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.145","next":"us-ky/krs-158.148"},"notice":"GroundRules: Original legal text.
