{"data":{"id":"us-ky/krs-158.306","jurisdiction":"us-ky","citation":"KRS 158.306","heading":"Approved list of reading curriculum and interventions -- Standards --","body":"Science of reading program -- Three-cueing system prohibited --\nAdministrative regulations.\n(1) As used in this section:\n(a) \"Curriculum\" means the content and plan for instruc tion, including materials,\ninstructional programs, texts, lesson plans, and assessments needed to help\nstudents develop critical skills, knowledge, and meet or exceed proficiency in\nrequired academic standards;\n(b) \"Educator preparation program\" means a pr ogram approved by the Education\nProfessional Standards Board that prepares individuals for licensure as\nteachers, school leaders, or other school or district administrators;\n(c) \"Reading intervention\" means curriculum, activities, and evidence -based\nstrategies used to accelerate student progress toward proficiency in reading,\nincluding but not limited to individual instruction, small groups, multisensory\napproaches, tutoring, mentoring, and the use of technology that targets\nspecific reading skills and abilities; and\n(d) \"Three-cueing system\" means any model of teaching students to read based\non meaning, structure and syntax, and visual cues, which may also be known\nas \"MSV.\"\n(2) The Kentucky Department of Education shall establish an approved list of readin g\ncurriculum and interventions that are scientifically researched and evidence -based\nthat may be used by schools to meet the requirements of subsection (3)(b) of this\nsection and that do not include instructional strategies that employ the three -cueing\nsystem of reading.\n(3) (a) By the 2029 -2030 school year, no public school district shall use any\ncurriculum, reading intervention, or program of instruction that utilizes the\nthree-cueing system of teaching students to read.\n(b) Each public school district shall ensure that:\n1. All curriculum, reading interventions, and programs of instruction\nutilized to teach students to read are high -quality, fully aligned to state\ncontent standards, and based on literacy strategies that are scientifically\nresearched with proven results in tea ching phonemic awareness,\nphonics, fluency, vocabulary, and comprehension;\n2. Beginning with the 2029 -2030 school year, no school in the district is\nutilizing a three-cueing system of teaching students to read; and\n3. By June 30, 2029, all interdisciplinar y early childhood through grade\nfive (5) educators have completed a science of reading professional\nlearning program approved by the department.\n(4) Beginning with the 2030 -2031 school year, if the Kentucky Board of Education\ndetermines that a public schoo l district has violated subsection (3) of this section,\nthe board shall notify the public school district of the violation.\n(5) The department, the Education Professional Standards Board, educational\ncooperatives, special education cooperatives, early chil dhood regional training\ncenters, and local school districts are prohibited from providing or utilizing any\nprofessional development that uses the three -cueing system of teaching students to\nread.\n(6) The Education Professional Standards Board shall promulg ate administrative\nregulations in accordance with KRS Chapter 13A to establish criteria for reading\ncurriculum for each state-approved educator preparation program.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56808","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:04Z","sha256":"b103e041801630a74233374b86ff92736df27bbc79779437aa3a21f16edb784c","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.305","next":"us-ky/krs-158.307"},"notice":"GroundRules: Original legal text.
