{"data":{"id":"us-ky/krs-158.4412","jurisdiction":"us-ky","citation":"KRS 158.4412","heading":"Appointment of district's school safety coordinator -- School safety","body":"coordinator's functions and duties -- Policies and procedures excluded from\napplication of KRS 61.870 to 61.884 -- Limitation of civil and criminal liability\nfor school distric t, school safety coordinator, and school employees acting in\ngood faith.\n(1) Beginning with the 2019-2020 school year, each local school district superintendent\nshall appoint an individual to serve as the district's school safety coordinator and\nprimary point of contact for public school safety and security functions.\n(2) The district's school safety coordinator shall:\n(a) Complete the school safety coordinator training program developed by the\nCenter for School Safety within six (6) months of his or he r date of\nappointment;\n(b) Designate a school safety and security threat assessment team at each school\nof the district consisting of two (2) or more staff members in accordance with\npolicies and procedures adopted by the local board of education to identi fy\nand respond to students exhibiting behavior that indicates a potential threat to\nschool safety or security. Members of a threat assessment team may include\nschool administrators, school counselors, school resource officers, school -\nbased mental health services providers, teachers, and other school personnel;\n(c) Provide training to school principals within the district on procedures for\ncompletion of the school security risk assessment required pursuant to KRS\n158.4410;\n(d) Review all school security risk  assessments completed within the district and\nprescribe recommendations as needed in consultation with the state school\nsecurity marshal;\n(e) Advise the local school district superintendent by July 1, 2021, and annually\nthereafter of completion of required security risk assessments;\n(f) Formulate recommended policies and procedures, which shall be excluded\nfrom the application of KRS 61.870 to 61.884, for an all -hazards approach\nincluding conducting emergency response drills for hostage, active shooter,\nand building lockdown situations in consultation and coordination with\nappropriate public safety agencies to include but not be limited to fire, police,\nand emergency medical services for review and adoption as part of the school\nemergency plan required by K RS 158.162. The recommended policies shall\nencourage the involvement of students, as appropriate, in the development of\nthe school's emergency plan;\n(g) Maintain the district's copies of the school mapping data created through the\nSchool Mapping Data Progr am pursuant to KRS 158.4433 to be made\navailable to appropriate public safety agencies, but which shall be excluded\nfrom the application of KRS 61.870 to 61.884; and\n(h) Ensure each school campus is toured at least once per school year, in\nconsultation and  coordination with appropriate public safety agencies, to\nreview policies and procedures and provide recommendations related to\nschool safety and security.\n(3) The school district, school safety coordinator, and any school employees\nparticipating in the activities of a school safety and security threat assessment team,\nacting in good faith upon reasonable cause in the identification of students pursuant\nto subsec tion (2)(b) of this section shall be immune from any civil or criminal\nliability that might otherwise be incurred or imposed from:\n(a) Identifying the student and implementing a response pursuant to policies and\nprocedures adopted under subsection (2)(b) of this section; or\n(b) Participating in any judicial proceeding that results from the identification.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55392","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:05Z","sha256":"dc939def4ebc3aba45045afb958f76cc8e3da4e174ebbf0989c1cb2a1a0f26a3","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.4410","next":"us-ky/krs-158.4414"},"notice":"GroundRules: Original legal text.
