{"data":{"id":"us-ky/krs-158.442","jurisdiction":"us-ky","citation":"KRS 158.442","heading":"Center for School Safety -- Duties -- School safety coordinator training","body":"program -- Members of board -- Center for School Safety and its board of\ndirectors not subject to reorganization by the Governor.\n(1) The General Assembly hereby authorizes the establishment of the Center for School\nSafety. The center's mission shall be to serve as the central point for data analysis;\nresearch; dissemination of information about successful school safety and school\nsecurity programs, best practices, traini ng standards, research results, and new\nprograms; and, in collaboration with the Department of Education and others, to\nprovide technical assistance for safe schools.\n(2) To fulfill its mission, the Center for School Safety shall:\n(a) Establish a clearingh ouse for information and materials concerning school\nviolence prevention;\n(b) Provide program development and implementation expertise and technical\nsupport to schools, law enforcement agencies, and communities, which may\ninclude coordinating training for administrators, teachers, students, parents,\nand other community representatives;\n(c) Analyze the data collected in compliance with KRS 158.444;\n(d) Research and evaluate school safety programs so schools and communities are\nbetter able to address their specific needs;\n(e) Administer a school safety grant program for local districts as directed by the\nGeneral Assembly;\n(f) Promote the formation of interagency efforts to address discipline and safety\nissues within communities throughout the state in collabor ation with other\npostsecondary education institutions and with local juvenile delinquency\nprevention councils;\n(g) Prepare and disseminate information regarding best practices in creating safe\nand effective schools;\n(h) Advise the Kentucky Board of Educati on on administrative policies and\nadministrative regulations relating to school safety and security;\n(i) By July 1 of each year, provide an annual report to the Governor, the\nKentucky Board of Education, and the Interim Joint Committee on Education\nregarding the status of school safety in Kentucky, including the number and\nplacement of school resource officer s working in school districts in Kentucky\nand the source of funding and method of employment for each position in\naccordance with KRS 158.4414;\n(j) Develop and implement a school safety coordinator training program based on\nnational and state best practice s in collaboration with the Kentucky\nDepartment of Education for school safety coordinators appointed pursuant to\nKRS 158.4412. The training shall be approved by the board of directors of the\nCenter for School Safety and include instruction on at least the following:\n1. Policies and procedures for conducting emergency response drills using\nan all-hazards approach including hostage and active shooter situations;\n2. Identification and response to threats to school safety and security; and\n3. Preparing for, co nducting, and reviewing school security risk\nassessments in accordance with KRS 158.4410;\n(k) Develop and implement a system to provide certification to school districts\nthat the center has verified that:\n1. A potential Kentucky guardian, as defined in KRS 158.4431, has met all\nof the requirements of KRS 158.4431(3); and\n2. Individuals employed as guardians meet the requirements of KRS\n158.4431(4) and (5), as necessary;\n(l) If funds are available, employ an individual whose job responsibilities include\noversight of the guardian program, including but not limited to:\n1. The requirements of paragraph (k) of this subsection; and\n2. The creation of model policy to be used by local boards of education\nwhen adopting the policies in KRS 158.4431(8); and\n(m) Award a school safety coordinator certificate of completion to a school safety\ncoordinator upon satisfactory completion of the training program.\n(3) The Center for School Safety shall be governed by a board of directors consisting of\nfifteen (15) members. Members shall consist of:\n(a) The commissioner or a designee of the Department of Education;\n(b) The secretary or a designee of the Cabinet for Health and Family Services;\n(c) The commissioner or a designee of the Department for Behavioral Health,\nDevelopmental and Intellectual Disabilities;\n(d) The commissioner or a designee of the Department of Kentucky State Police;\n(e) The commissioner or a designee of the Department of Criminal Justice\nTraining;\n(f) The executive director or a designee of the Kentucky Office of Homeland\nSecurity;\n(g) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky League of Cities;\n(h) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky School Boards Association;\n(i) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky Association of School\nSuperintendents;\n(j) A representative which shal l be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky Association of School Resource\nOfficers;\n(k) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky Education Association;\n(l) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky School Nurses Association;\n(m) A representative which shall be appointed by the Governor from one (1) li st\nof three (3) names submitted by the Kentucky Association for Psychology in\nthe Schools;\n(n) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky School Counselor Association;\nand\n(o) A representative which shall be appointed by the Governor from one (1) list\nof three (3) names submitted by the Kentucky Parent Teacher Association.\n(4) Notwithstanding KRS 12.028, the Center for School Safety and its board of\ndirectors shall not be subject to reorganization by the Governor.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56983","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:05Z","sha256":"a82e31a78d754d4f8fa8b0d3c5ec25be2aac0a255a393de1098241c183965720","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.4418","next":"us-ky/krs-158.443"},"notice":"GroundRules: Original legal text.
