{"data":{"id":"us-ky/krs-158.646","jurisdiction":"us-ky","citation":"KRS 158.646","heading":"Kentucky Institute for Education Research Board.","body":"(1) The Kentucky Institute for Education Research Board is hereby created.\n(2) The board shall establish a corporation which can qualify and obtain status under\nSection 501(c)(3) of the Internal Revenue Code. The purpose and mission of the\ncorporation shall be  to solicit and raise funds through private foundations, grants,\nand government agencies to support the independent evaluation of the Kentucky\nEducation Reform Act and related activities. The corporation shall serve as a\nstimulus and clearinghouse for Kent ucky Education Reform Act related research\nprojects.\n(3) (a) The board shall cause an in -depth evaluation of the impact of Kentucky\nEducation Reform Act to be performed. This evaluation shall include, but not\nbe limited to, the effect of the reforms on stu dents, individual schools, school\nsystems, and educators. The evaluation shall also include an analysis of the\nreliability and validity of the changes in scores between baseline scores and\nscores from subsequent administrations of tests.\n(b) The board shal l make recommendations to the citizens and elected leaders of\nthe Commonwealth concerning the enhancement of the benefits of the\nKentucky Education Reform Act and the expansion and improvement of\nservices to students.\n(c) The board shall establish an organizational capacity to:\n1. Develop and manage implementation of a research design to include the\nissuing of requests for proposals; awarding of contracts; and general\noversight and coordination of the quality and quantity of research;\n2. Conduct research in  accordance with a comprehensive research design\nand establish priorities; and\n3. Design and implement a comprehensive educational data information\nsystem.\n(d) The board shall prepare an annual report of its activities and the activities of\nthe corporation and forward copies to the Governor, the Legislative Research\nCommission, the Kentucky Board of Education, and the Council on\nPostsecondary Education and make copies available to the citizens of the\nCommonwealth.\n(e) The board shall hire an executive offic er and other necessary personnel to\ncarry out its responsibilities.\n(f) The board shall consist of ten (10) members who shall initially be appointed\nto two (2) year terms by the Governor. The board shall select from its\nmembership a chairperson and establi sh bylaws, including bylaws governing\nboard membership and length of terms. Upon expiration of the initial\nappointments and adoption of bylaws governing membership and length of\nterms by the board, the board shall be self -perpetuating, and the appointment\nand length of terms shall be made in accordance with the board's bylaws.\nVacancies which occur before the expiration of the initial appointments shall\nbe filled by the Governor for the remaining term of the vacancy.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=3560","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"b4ebd626ef872aa99babb112e8823d16f18e2c092bb543a1ffb6b244e87b454e","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.6459","next":"us-ky/krs-158.647"},"notice":"GroundRules: Original legal text.
