{"data":{"id":"us-ky/krs-158.791","jurisdiction":"us-ky","citation":"KRS 158.791","heading":"Legislative findings and intent regarding reading and mathematics.","body":"(1) The General Assembly hereby finds that:\n(a) Reading proficiency is a gateway skill necessary for all of Kentucky students\nto achieve the academic goals established in KRS 158.6451. It is Kentucky's\ngoal that all children learn to read well before exiting grade three (3) and that\nall middle and high school students have the skills necessary to read complex\nmaterials in specific core subjects and comprehend and constructively  apply\nthe information; and\n(b) Mathematics proficiency is essential for all Kentucky students to achieve the\nacademic goals established in KRS 158.6451. It is Kentucky's goal that all\nchildren have the skills necessary to demonstrate procedural skill and fluency,\nbuilding from conceptual understanding to application, in order to solve real -\nworld problems.\n(2) It is the intent of the General Assembly that:\n(a) Every elementary school:\n1. Provide comprehensive schoolwide reading and mathematics instruction\naligned to reading, writing, and mathematics standards required by KRS\n158.6453 and outlined in administrative regulation promulgated by the\nKentucky Board of Education;\n2. Provide a multitiered system of supports, as set forth in and required by\nKRS 158.305, to support and engage all students in learning to read at\nthe proficient level, meaning a level that reflects developmentally\nappropriate grade-level performance, by the end of grade three (3);\n3. Provide a multitiered system of supports, as set forth i n KRS 158.8402,\nto support and engage all students in learning to apply mathematical\ncontent and practices at a proficient level, meaning a level that reflects\ndevelopmentally appropriate grade -level performance, by the end of\ngrade five (5);\n4. Ensure quality instruction for reading and mathematics by highly trained\nteachers and intervention by individuals most qualified to provide the\nintervention; and\n5. Provide high quality library media programs;\n(b) Every middle and high school:\n1. Provide d irect, explicit instruction to students lacking skills in how to\nread, learn, and analyze information in key subjects, including language,\nreading, English, mathematics, science, social studies, arts and\nhumanities, practical living skills, and career studies;\n2. Ensure that teachers have the skills to help all students develop critical\ncontent knowledge, strategies, and skills for subject -based reading and\ngrade-level appropriate mathematics;\n3. Provide a multitiered system of supports to support and engag e all\nstudents in learning to apply mathematical content and practices at a\nproficient level; and\n4. Ensure all students routinely have opportunities to experience high -\nquality mathematics instruction, learn challenging, grade -level\nappropriate mathematics  content and practices, and receive the\nnecessary support to make progress toward proficiency;\n(c) The Kentucky Department of Education shall provide technical assistance to\nlocal school districts in the identification of high -quality professional\ndevelopment, including teaching strategies to help teachers in each subject\narea to:\n1. Implement evidence -based reading, intervention, and instructional\nstrategies that emphasize phonemic awareness, phonics, fluency,\nvocabulary, comprehension, and connections bet ween reading and\nwriting acquisition, and motivation to read to address the diverse needs\nof students;\n2. Implement evidence -based mathematics instruction, intervention, and\ninstructional strategies that emphasize algebraic reasoning, conceptual\nunderstanding, procedural skill and fluency, geometry, data and\nmeasurement, statistics and probability, number sense, place value\nunderstanding, spatial reasoning, and subitizing for multiplicative\nreasoning;\n3. Identify and teach the grade -level content, practices , and skills that\nstudents need to comprehend the concepts and content of each subject\narea; and\n4. Use learning experiences and high -quality instructional materials that\nwill help the students comprehend, meet grade -level expectations, and\nconstructively apply information based on the unique content of each\nsubject area;\n(d) The Education Professional Standards Board shall review and revise when\ndeemed necessary the teacher certification and licensure requirements to\nensure that all teachers, regardless of  the subject area taught, are prepared to\nimprove students' subject reading and mathematics skills; and\n(e) The department shall collaborate with relevant groups for the purpose of\nincreasing student outcomes in literacy and mathematics.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55614","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"9d82d4ec6da320bfa135308d031fd6f58e189ee80bfd36c5a65ad8ccbd257f64","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.790","next":"us-ky/krs-158.792"},"notice":"GroundRules: Original legal text.
