{"data":{"id":"us-ky/krs-158.796","jurisdiction":"us-ky","citation":"KRS 158.796","heading":"Governor's Scholars Program  -- Purpose  -- Governor's Scholars","body":"Program, Inc. -- Board of directors -- Funding -- Reports.\n(1) The  Governor's Scholars Program is established to implement an enrichment\nprogram  for academically gifted students to enhance the next generation of\ncivic and economic leaders and create models of educational excellence.\nGovernor's Scholars Program, Inc. is authorized to operate the Governor's\nScholars Program. The Governor's Scholars Program shall be attached to the\nOffice of the Secretary in the Education and Labor Cabinet for administrative\npurposes.\n(2) (a) The Governor or the Governor's designee from the executive cabinet, the\ncommissioner  of education, and  the president of the Council on\nPostsecondary Education shall serve as ex officio voting members  of the\nboard of directors of Governor's Scholars Program, Inc. In addition, the\nGovernor shall appoint five (5) members  of the board as provided in\nparagraph (b) of this subsection. Other board members  of Governor's\nScholars Program, Inc. shall be selected in the manner set forth in the\narticles of incorporation and bylaws of the corporation.\n(b) After June 20, 2005, the Governor shall appoint board members  as\nfollows:\n1. In 2005, the Governor shall appoint two (2) board members  to serve\nthree (3) year terms;\n2. In 2006, the Governor shall appoint two (2) members  to serve three\n(3) year terms; and\n3. In 2007, the Governor shall appoint one (1) member  to serve a three\n(3) year term.\nMembers  appointed by the Governor may  be  reappointed by the\nGovernor  to  serve  successive  terms. In  making  gubernatorial\nappointments, the Governor  shall consider recommendations  and\ninformation provided by the nominating committee of the board and shall\nattempt to promote geographic balance on the board. One  (1) of the\ngubernatorial appointees shall be designated by the board to serve on the\ncommittee  that functions as the executive committee of Governor's\nScholars Program, Inc. The Governor shall make  appointments to fill\ngubernatorial vacancies as they occur. Each appointment after the initial\nappointment shall be for a three (3) year term unless the appointment is\nto fill the unexpired portion of a term.\n(c) The  board of directors shall have the authority to hire, fire, and manage\nall program personnel, including the executive director.\n(3) The  annual appropriation for the Governor's Scholars Program  from the\ngeneral fund shall be transmitted to Governor's Scholars Program, Inc. on July\n1 of each year to facilitate the operation of the summer  program. Funds shall\nbe used only for the purposes of the Governor's Scholars Program and shall\nnot lapse at the end of the fiscal year.\n(4) (a) Governor's Scholars Program, Inc. shall follow standard accounting\npractices and shall submit the following financial reports to the Office of\nthe  Governor, the Finance  and  Administration Cabinet, and  the\nLegislative Research Commission:\n1. Quarterly reports of expenditures of state funds, submitted on or\nbefore the thirtieth day after the end  of each  quarter in the\ncorporation's fiscal year;\n2. Annual  reports of receipts and expenditures for the Governor's\nScholars Program, submitted on or before the sixtieth day after the\nend of the fiscal year of the corporation; and\n3. The report of an annual financial audit conducted by an independent\nauditor, submitted on or before September 1 of each year.\n(b) On  or before March 1 of each year, Governor's Scholars Program, Inc.\nshall file with the Office of the Governor, the Finance and Administration\nCabinet, and the Legislative Research Commission a report detailing the\noperations of the Governor's Scholars Program for the preceding year.\nThe  report shall include information concerning the summer  program,\nstudent and faculty demographics, and program outcomes according to\nsuch measures of success as the board may adopt.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52381","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"c2773b15fd9f7ea211fdb903699bb784b8a2c85515b12674e4aee22d21b31f15","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.795","next":"us-ky/krs-158.797"},"notice":"GroundRules: Original legal text.
