{"data":{"id":"us-ky/krs-158.803","jurisdiction":"us-ky","citation":"KRS 158.803","heading":"Early mathematics testing program -- Purposes -- Development and","body":"requirements of program -- Annual reports.\n(1) The Kentucky Early Mathematics Testing Program is created to lower the number\nof high school graduates in Kentucky who require remediation in mathematics upon\nenrollment in postsecondary education institutions, by providing information to\nprimarily high school sophomores and juniors statewide regarding their level of\nmathematics knowledge in relation to standards required for community and\ntechnical colleges and university level mathematics courses early enough for\nstudents to address deficiencies while still in high school.\n(2) The testing program shall be a computer website -based program that incorporates a\nvariety of diagnostic mathematics tests to identify knowledge and skills needed for\npostsecondary education courses.\n(3) The testing program shall be developed and conducted by a public university. The\nCouncil on Postsecondary Education, with the advice of the Department of\nEducation, shall develop a process to solicit, review, and select a proposal for the\ndevelopment and implementation of the computer website -based testing program.\nThe council shall approve the location of the program at a public university no later\nthan September 1, 2000 . The university shall be the fiscal agent for the testing\nprogram and shall receive the funds appropriated by the General Assembly.\n(4) The program shall be available to all interested Kentucky public and private high\nschool students in grades ten (10) an d eleven (11). Student participation in the\nprogram shall be voluntary, and program test scores shall not be:\n(a) Placed on a student's high school transcript; or\n(b) Used by postsecondary education institutions in the admissions process.\n(5) The computer website testing program shall be available to all Kentuckians for\nevaluation of an individual's mathematics knowledge and skills.\n(6) The program shall encourage the active participation of all public and private high\nschools in Kentucky.\n(7) The computer website testing program shall:\n(a) Develop or adopt appropriate tests to determine the level of mathematics\nknowledge of high school students in relation to the standards of placement\ntests given at the community and technical colleges and undergraduate pu blic\nuniversities. In the development or adoption of the tests, consideration shall be\ngiven to the program of studies and the minimum requirements for high\nschool graduation established in KRS 156.160 and the alignment of these\nstandards with postsecondary course standards;\n(b) Develop a structure to permit each participating student the opportunity to\ntake the computer -based test at school in the presence of school personnel or\nat the student's home in the presence of his or her parents or guardian;\n(c) Score the completed tests and provide the test scores and diagnostic\ninformation on a student's knowledge and skills electronically to the student\nand the high school upon completion of the test in the form of electronic mail\nor printable files or screens.\n(d) Provide the following information for up to three (3) participating\npostsecondary education institutions specified by the student as a possible\ncollege choice:\n1. The student's test score;\n2. A list of mathematics courses required for the student's intended major\nat a postsecondary education institution;\n3. A list of any remedial courses the student might be required to take\nbased on the student's current level of mathematics knowledge as\ndemonstrated on the test;\n4. The estimated cost of the remedial courses the student might be required\nto take; and\n5. The high school courses and the specific mathematical concepts or\nfunctions a student should consider studying in order to address any\ndeficiencies;\n(e) Encourage the chair of the mathematics department or the academic dean at\neach of the participating postsecondary education institutions specified by the\nstudent as a possible college choice to send a personalized letter to the student\nthat:\n1. Encourages the student to take additional high school mathematics\ncourses to address deficiencies in mathematics knowledge; or\n2. Congratulates the student who does well on the test for his or her\nachievement and encourages continued study in mathematics; and\n(f) Develop and implement a strategy to raise awareness and encourage\nparticipation in the program, targeting high school students, parents, high\nschool faculty and administrators, mathematics departments or faculty at\npostsecondary education institutions, and the general public.\n(8) The Kentucky Department of Education shall provide assistance as necessary to the\nKentucky Early Mathematics Testing Program to implement the provisions of this\nsection and KRS 158.801.\n(9) The public university that conduct s the testing program shall submit an annual\nreport to the Kentucky Board of Education and the Council on Postsecondary\nEducation regarding its activities, and the effects of the program on levels of\nremediation required by participating students.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=3600","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"0715bde7589e23ce5c659eddfeeac7fa759904342cbdb7916fce1e9239d5b6bd","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.801","next":"us-ky/krs-158.805"},"notice":"GroundRules: Original legal text.
