{"data":{"id":"us-ky/krs-158.816","jurisdiction":"us-ky","citation":"KRS 158.816","heading":"Annual statewide analysis and report of academic achievement of technical","body":"education students -- Assistance plan -- Occupation skill standards and\nassessments.\n(1) The Department of Education, with involvement of representatives from the local\nschool districts and teacher preparation institutions, shall complete an annual\nstatewide analysis and report of academic achievement of technical education\nstudents who have completed or are enrolled in a sequence of a technical program\nof at least three (3) high school credits.\n(2) (a) The analysis shall include the previous year's results from the state assessment\nprogram described in KRS 158.6453. The data shall be disaggregated for all\nhigh school students by career cluster areas of agriculture, business a nd\nmarketing, human services, health services, transportation, construction,\ncommunication, and manufacturing and by special populations. Where\navailable, disaggregated data from other national assessments shall also be\nused.\n(b) In addition to assessment scores required under paragraph (a) of this\nsubsection, the analysis shall include:\n1. The number of students who took state or national assessments of skill\nstandards and qualified for skills certificates;\n2. The number of senior concentrators as defined in the Carl D. Perkins\nVocational and Technical Education Act, Pub. L. No. 105 -332, who\nhave attained a high school diploma or equivalent;\n3. The number of students who made successful transitions to work,\nmilitary, or postsecondary education. A successful  transition to\npostsecondary education means a student enters directly into advanced\ntraining, a certificate program, or a degree program without having to\ntake remedial academic courses;\n4. The number of students employed in nontraditional careers; and\n5. Other factors deemed appropriate by the state education agencies or\nrequired under federal law.\n(3) (a) The Department of Education shall coordinate the development of a statewide\ntechnical assistance plan to aid providers of programs in identifying areas  for\nimprovement for those schools that do not meet their school performance goal\nand for those schools where technical students as a group do not score equal to\nor better than the school average in each of the academic areas. The plan shall\naddress method ologies for further analysis at each school including but not\nlimited to:\n1. The academic course-taking patterns of the technical students;\n2. The rigor and intensity of the technical programs and expectations for\nstudent performance in reading, math, scie nce, and writing and other\nacademic skills as well as in technical skill development;\n3. The level of communication and collaboration between teachers in\ntechnical programs and academic programs, planning, and opportunity\nfor analyzing student achievement, particularly between faculty in the\ncomprehensive high schools with the faculty in state -operated or locally\noperated secondary area centers and vocational departments;\n4. The faculties' understanding of Kentucky's program of studies, academic\nexpectations, and core content for assessment;\n5. The knowledge and understanding of academic teache rs and technical\nteachers in integrating mutually supportive curricula content;\n6. The level of curricula alignment and articulation in grades eight (8) to\nsixteen (16);\n7.  The availability of extra help for students in meeting higher standards;\n8. The availability and adequacy of school career and guidance counseling;\n9. The availability and adequacy of work-based learning;\n10. The availability and adequacy of distance learning and educational\ntechnology;\n11. The adequacy of involvement of business and in dustry in curricula,\nwork-based learning, and program development; and\n12. The adequacy of teachers' preparation to prepare them for teaching both\nacademic and technical skills to all students that are necessary for\nsuccessful transition to postsecondary education, work, or the military.\n(b) 1. The department and the office, in cooperation with the Education\nProfessional Standards Board, teacher preparation programs,\npostsecondary education institutions, and other appropriate partners,\nshall ensure that academic core content is embedded or integrated within\nthe performance requirements for teacher education students.\n2. Beginning with the 2013-2014 school year and thereafter, the Education\nProfessional Standards Board shall, as a condition of program approva l,\nrequire career and technical educator preparation programs to include\ninstructional techniques for teacher education students to embed reading,\nmathematics, and science knowledge and skills into all career and\ntechnical education instruction at the secondary level.\n(c) The department, in cooperation with the Kentucky Community and Technical\nCollege System, shall encourage postsecondary education and business and\nindustry to provide professional development and training opportunities to\nengage technical faculty in continuous improvement activities to enhance their\ninstructional skills.\n(d) The department shall continue efforts with business and industry to develop\noccupation skill standards and assessments. All efforts shall be made with the\ninvolvement of business, industry, and labor. Skill standards and assessments,\nwhere available, shall be used as the focus of the curricula.\n(4) The department shall consult with the Education Professional Standards Board in\ncarrying out the requirements of this section as they relate to teacher preparation.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=42222","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"2781794a24f41f92ea95ff4c92ca1fa63b7a28bc841e15bb2af703fc8acd5ddd","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.814","next":"us-ky/krs-158.818"},"notice":"GroundRules: Original legal text.
