{"data":{"id":"us-ky/krs-158.842","jurisdiction":"us-ky","citation":"KRS 158.842","heading":"Committee for Mathematics Achievement -- Membership, purposes,","body":"organization, staffing, and duties of committee -- Report to Interim Joint\nCommittee on Education.\n(1) The Committee for Mathematics Achievement is hereby created for the purpos es of\ndeveloping a multifaceted strategic plan to improve student achievement in\nmathematics at all levels of schooling, prekindergarten through postsecondary and\nadult. At a minimum the plan shall address:\n(a) Evidence-based curriculum that is aligned pre kindergarten through\npostsecondary, including consensus among high school teachers and\npostsecondary education faculty about expectations, curriculum, and\nassessment;\n(b) Attitudes and beliefs of teachers about mathematics;\n(c) Teachers' knowledge of mathematics;\n(d) Diagnostic assessment, intervention services, universal screeners, and\ninstructional strategies;\n(e) Shortages of teachers of mathematics, including incentives to attract strong\ncandidates to mathematics teaching;\n(f) Statewide institutes that prepare cadres of mathematics leaders in local school\ndistricts, which may include highly skilled retired mathematics teachers, to\nserve as coaches and mentors in districts and schools;\n(g) Cohesive continuing education options for experienced mathematics\nclassroom teachers;\n(h) Closing the student achievement gap among various student subpopulations;\n(i) Curriculum expectations and assessments of students among the various\nschool levels, prekindergarten, primary, elementary, middle, and high school;\n(j) Curriculum expectations and assessments for adult education centers;\n(k) Introductory postsecondary education mathematics courses that are\nappropriate to the wide array of academic programs and majors;\n(l) Research to analyze further the issues of transiti on from high school or High\nSchool Equivalency Diploma programs to postsecondary education\nmathematics; and\n(m) The early mathematics testing program under KRS 158.803.\nOther factors may be included in the strategic plan as deemed appropriate by the\ncommittee to improve mathematics achievement of Kentucky students.\n(2) The committee shall be composed of twenty-three (23) members as follows:\n(a) The commissioner of education or his or her designee;\n(b) The president of the Council on Postsecondary Education  or his or her\ndesignee;\n(c) The president of the Association of Independent Kentucky Colleges and\nUniversities or his or her designee;\n(d) The secretary of the Education and Labor Cabinet or his or her designee;\n(e) Four (4) representatives with a special ty in mathematics or mathematics\neducation who have expertise and experience in professional development,\nespecially with coaching and mentoring of teachers, from any of the public\npostsecondary education institutions defined in KRS 164.001. The\nrepresentatives shall be selected by mutual agreement of the president of the\nCouncil on Postsecondary Education and the commissioner of education;\n(f) One (1) adult education mathematics instructor selected by the secretary of\nthe Education and Labor Cabinet;\n(g) Two (2) elementary, two (2) middle, and two (2) high school mathematics\nteachers, appointed by the commissioner of education;\n(h) Three (3) school administrators or building -level mathematics instructional\ncoaches, with one (1) each representing elementary,  middle, and high school,\nappointed by the commissioner of education;\n(i) Two (2) district administrators or district -level mathematics instructional\ncoaches appointed by the commissioner of education;\n(j) The executive director of the Center for Mathemati cs created under KRS\n164.525 or his or her designee;\n(k) The executive director of AdvanceKentucky or his or her designee; and\n(l) The executive director of the Partnership Institute for Math and Science\nEducation Reform or his or her designee.\n(3) A majority of the membership present shall constitute a quorum.\n(4) Each member of the committee, other than members who serve by virtue of their\npositions, shall serve for a term of three (3) years or until a successor is appointed\nand qualified.\n(5) A chair of the committee shall be elected each calendar year. An individual may not\nserve as chair for more than three (3) consecutive years. The chair shall be the\npresiding officer of the committee, and coordinate the functions and activities of the\ncommittee.\n(6) The committee shall be attached to the Kentucky Department of Education for\nadministrative purposes. The commissioner of education shall contract with a\nmathematics-trained professional to provide part -time staff support to the\ncommittee. The commissioner of education and the president of the council shall\nreach consensus in the selection of a person to fill the position. The person selected\nshall have a graduate degree, a mathematics or mathematics education major, and\nteaching or administrative experience  in elementary and secondary education. The\nperson shall not be a current employee of any entity represented on the committee.\nThe department shall provide office space and other resources necessary to support\nthe staff position and the work of the committee.\n(7) The committee, under the leadership of the chair, may organize itself into\nappropriate subcommittees and work structures to accomplish the purposes of the\ncommittee.\n(8) Members of the committee shall serve without compensation but shall be\nreimbursed for necessary travel and expenses while attending meetings at the same\nper diem rate promulgated in administrative regulation for state employees under\nprovisions of KRS Chapter 45. Funds shall be provided school districts to cover the\ncost of substitu te teachers for those teachers on the committee at each district's\nestablished rate for substitute teachers.\n(9) If a vacancy occurs within the committee during its duration, the vacancy shall be\nfilled in the same manner as set forth in the original appointment.\n(10) The committee shall provide a final written report of committee activities and\nprogress regarding the strategic plan required under subsection (1) of this section to\nthe Interim Joint Committee on Education and the Legislative Research\nCommission by May 1, 2025.\n(11) The committee shall have ongoing responsibility for providing advice and guidance\nto policymakers in the development of statewide policies and in the identification\nand allocation of resources to improve mathematics achievement. In  carrying out\nthis responsibility, the committee shall periodically review the strategic plan and\nmake modifications as deemed appropriate and report those to the Interim Joint\nCommittee on Education.\n(12) The committee shall collaborate with the Center fo r Mathematics to ensure that\nthere is ongoing identification of research and evidence -based intervention\nprograms for K -12 students who have fallen behind in mathematics, rigorous\nmathematics curricula that prepare students for the next level of schooling,  research\nand evidence -based professional development models that prepare teachers in\nmathematics and pedagogy, and strategies for closing the gap between high school\nor a High School Equivalency Diploma program and postsecondary mathematics\npreparation.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55618","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"bc0fb84f2af993eabc1b8b5bb8e54dc39d7cd00db4d9451dbb9c3ea49a5c7004","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.8402","next":"us-ky/krs-158.843"},"notice":"GroundRules: Original legal text.
