{"data":{"id":"us-ky/krs-158.843","jurisdiction":"us-ky","citation":"KRS 158.843","heading":"Kentucky numeracy counts fund -- Uses -- Eligibility.","body":"(1) The Kentucky numeracy counts fund is hereby created for the purpose of training\nand supporting teachers to improve the mathematics content and practices of\nstudents in kindergarten through grade eight (8), as set forth in subsection (2) of this\nsection and KRS 158.8402(12). The fund shall consist of all moneys received from\nstate appropriations, gifts, grants, and federal funds for this purpose. The\ndepartment shall administer the fund.\n(2) The department shall implement teacher professional learning academ ies related to\nevidence-based practices in instruction, instructional materials, and assessment in\nmathematics using moneys appropriated to or otherwise received by the Kentucky\nnumeracy counts fund.\n(3) The department shall create a mathematics coaching p rogram using moneys\nappropriated to or otherwise received by the Kentucky numeracy counts fund. The\nprogram shall:\n(a) Use data coaches to improve mathematics instruction and intervention;\n(b) Determine the effectiveness of intensive data -focused professio nal\ndevelopment; and\n(c) Provide expert support in mathematics instruction and intervention.\n(4) (a) The department shall provide grants to local school districts and public charter\nschools. The grant shall only be used to purchase approved high -quality\nresearch and evidence-based curriculum aligned to kindergarten through grade\nthree (3) academic standards in mathematics and expenditures for curriculum -\nbased professional learning to implement new curriculum.\n(b) To be eligible to receive a grant, a local s chool district or public charter\nschool shall:\n1. Submit an application in accordance with paragraph (c) of this\nsubsection; and\n2. Agree to adopt a common comprehensive mathematics program that is\ndetermined by the department to be reliable, valid, and aligned to\nmathematics standards required by KRS 158.6453 and outlined in an\nadministrative regulation promulgated by the Kentucky Boa rd of\nEducation.\n(c) Local school districts shall submit applications that include a district -wide\nplan and public charter schools shall submit applications that include a school\nplan for implementation of mathematics curriculum that includes:\n1. How the d istrict or public charter school will implement the new\ncurriculum by school and by grade level; and\n2. The timeline for the rollout of upgraded curriculum materials for core\ninstruction in classrooms.\n(d) Available grant funding shall be distributed to el igible applicants based on a\nrubric developed by the department. The rubric shall consider the information\nprovided in accordance with paragraphs (b) and (c) of this subsection and\nprioritize applications from local school districts or public charter schools:\n1. In which more than fifty percent (50%) of the enrolled students scored\nbelow the statewide average on the statewide assessments in\nmathematics administered for the preceding school year;\n2. With the greatest need for financial assistance; and\n3. That propose comprehensive plans most likely to increase student\nachievement in mathematics.\n(e) The department shall distribute the awarded grant money to a public charter\nschool authorizer, and the authorizer shall distribute one hundred percent\n(100%) of the grant money to the charter school.\n(5) Notwithstanding the provisions of KRS 45.229, unexpended funds in the Kentucky\nnumeracy counts fund shall not lapse but shall carry forward to the next fiscal year\nand shall be used for the purposes established in this section.\n(6) Any interest earned on moneys in the fund shall become part of the fund and shall\nnot lapse.","path":["KRS Chapter 158"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55619","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:06Z","sha256":"10142b0dbfa762a9b70f3b00e3a3294d93b2fbd2faa09b4c741a9a4b97fba3eb","source_id":"us-ky","stale":false,"prev":"us-ky/krs-158.842","next":"us-ky/krs-158.844"},"notice":"GroundRules: Original legal text.
