{"data":{"id":"us-ky/krs-16.050","jurisdiction":"us-ky","citation":"KRS 16.050","heading":"Appointment and compensation of personnel -- Department of Kentucky","body":"State Police Personnel Board -- Organization, duties, and compensation --\nRepayment of training costs.\n(1) The commissioner shall appoint or promote to the ranks and grades and positions of\nthe department such officers as are considered by him or her to be necessary for the\nefficient administration of the department. The Kentucky State Police shall conduct\na biennial salary survey, and the findings of the salary survey shall be  included in\nthe department's budget request submitted to the Kentucky General Assembly.\n(2) All initial appointments of officers to the department shall be made for merit and\nfitness after a competitive examination.\n(3) There is created a Department of Ke ntucky State Police Personnel Board consisting\nof the commissioner and four (4) other members to be appointed by the Governor,\ntwo (2) to be appointed from each of the two (2) major political parties.\n(4) The initial appointment of members of the board sha ll be for terms of one (1), two\n(2), three (3), and four (4) years. Thereafter each appointment shall be for a term of\nfour (4) years, except that a person appointed to fill a vacancy occurring prior to the\nexpiration of a term shall be appointed for the remainder of that term.\n(5) Members of the board may be removed by the Governor only for cause, after being\ngiven a copy of charges against them and an opportunity to be heard publicly on\nsuch charges before the Governor.\n(6) The board shall elect one (1) o f its members chairman. It shall meet at such time\nand place as shall be specified by call of the commissioner. Three (3) members\nshall constitute a quorum for the transaction of business. Members of the board\nother than the commissioner shall receive comp ensation of fifty dollars ($50) and\nreimbursement of travel expenses for each meeting of the board which they attend.\n(7) The board shall promulgate administrative regulations to carry out the purposes\nherein, which shall include provisions for:\n(a) Open competitive examination as to fitness of applicants for employment as\nofficers; and\n(b) Establishment of eligible lists as a result of such competitive examinations,\nfrom which lists vacancies shall be filled.\n(8) The board shall hear appeals from applicant s for employment for which\nexaminations are being given or have been conducted and from eligibles on\nexamination registers subject to the procedural rules which the board may adopt\npursuant to the provisions of this section.\n(9) (a) A Cadet Trooper appointed on or after June 29, 2023, shall agree in writing\nthat if, within five (5) years of completing the basic training course offered by\nthe department, he or she accepts employment as a peace officer with another\nlaw enforcement agency, or accepts employment with another type of agency\nor entity in a position that requires law enforcement training to meet the\nqualifications for the position, he or she will repay to the department the cost\nincurred by the department in providing trainin g to the officer to the extent\nrepayment has not been made by the agency with which the officer accepts\nemployment under paragraph (b) or (c) of this subsection.\n(b) If the officer accepts employment as a peace officer with another state agency\nor a state university or educational institution within Kentucky within three\n(3) years of completing the basic training course offered by the department,\nthe agency, university, or educational institution shall reimburse the\ndepartment for costs incurred in providing training to the officer.\n(c) If the officer accepts employment with a city, county, or other local law\nenforcement agency within Kentucky within five (5) years of completing the\nbasic training course offered by the department, KRS 70.290 shall apply as\nwell.","path":["KRS Chapter 16"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53794","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:36Z","sha256":"7f4612d1c806f5b1059c6e3e1b9346ffd4356aa18775a7a3537b08ab236c029d","source_id":"us-ky","stale":false,"prev":"us-ky/krs-16.045","next":"us-ky/krs-16.052"},"notice":"GroundRules: Original legal text.
