{"data":{"id":"us-ky/krs-16.052","jurisdiction":"us-ky","citation":"KRS 16.052","heading":"Salary schedules for Kentucky State Police officers.","body":"(1) The  base compensation of troopers and commercial vehicle enforcement\nofficers shall be determined based on years of service and rank, as provided in\nthis section.\n(2) (a) The years-of-service requirements for the salary schedule for ranks below\nsergeant are as follows:\n1. A trooper and a commercial vehicle enforcement officer shall have\nless than three (3) years of continuous service as a commissioned\ntrooper or  commercial  vehicle enforcement officer with the\ndepartment;\n2. A  senior trooper and a senior commercial vehicle enforcement\nofficer shall have:\na. At  least three (3) years of continuous service as  a\ncommissioned  trooper or commercial vehicle enforcement\nofficer with the department and sixty (60) college credit hours;\nb. At  least four (4) years  of  continuous service as  a\ncommissioned  trooper or commercial vehicle enforcement\nofficer with the department and thirty-two (32) college credit\nhours; or\nc. Five (5) years of continuous service as a commissioned\ntrooper or commercial vehicle enforcement officer with the\ndepartment with no college credit requirement;\n3. A  trooper first class and a commercial vehicle enforcement officer\nfirst class shall have at least ten (10) years of continuous service as\na commissioned trooper or commercial vehicle enforcement officer\nwith the department; and\n4. A  master trooper and a master commercial vehicle enforcement\nofficer shall have at least fifteen (15) years of continuous service as\na commissioned trooper or commercial vehicle enforcement officer\nwith the department.\n(b) In addition to meeting the years of service requirements established by\nparagraph  (a) of this subsection, troopers and  commercial vehicle\nenforcement officers listed in the salary schedule for troopers and\ncommercial vehicle enforcement officers below the rank of sergeant shall\nalso meet the requirements for promotion in rank established by the\ncommissioner pursuant to KRS 16.050.\n(c) Requirements for promotion to sergeant, lieutenant, and captain are as\nestablished by KRS 16.055.\n(3) Any overtime and any salary supplement received from the Law Enforcement\nFoundation Program pursuant to KRS  15.410 to 15.510 or any comparable\nsupplements received from another funding source shall be in addition to the\namounts  reflected in the base salary schedules established by subsection (4)\nof this section.\n(4) (a) The  salary schedules established in this subsection are based on a\ncombination of trooper and  commercial vehicle enforcement officer\nclassification and years of service.\n(b) When  \"NA\" appears in the schedule, it is not possible for a trooper or\ncommercial vehicle enforcement officer to be in that classification and\nyears-of-service combination based  upon  statutory or  regulatory\nconditions established for promotion or advancement.\n(c) Salary increases based on years of service shall be effective on the first\nday  of the month  during which the anniversary of the trooper's or\ncommercial vehicle enforcement officer's appointment as a commissioned\nKentucky State Police officer falls.\n(d) Salary increases based on promotion to a higher rank shall be effective\non the first day the trooper and commercial vehicle enforcement officer is\npromoted.\n(e) If a trooper or commercial vehicle enforcement officer is reverted to a\nprevious rank, the trooper's or commercial vehicle enforcement officer's\nsalary shall be adjusted to the salary reflected in the base salary schedule\nfor the trooper's or commercial vehicle enforcement officer's applicable\nnumber  of years of service and rank. The adjustment shall take effect the\nfirst pay period following the pay period in which the reversion occurs.\n(f) The  base salary for a cadet trooper or commercial vehicle enforcement\nofficer cadet shall be forty-five thousand dollars ($45,000).\n(g) The  salary for a legislative security specialist, as established in KRS\n16.187 and 16.188, shall be the equivalent of the base salary for a trooper\nor commercial vehicle enforcement officer with the same number of years\nof service.\nBASE SALARY SCHEDULE FOR RANKS BELOW SERGEANT\nYears of Service Trooper Salary Steps Based on Rank\nTrooper Senior First Class Master\nBase Pay $55,888.80 N/A N/A\n/A\n3 years $59,583.12 $61,422.00 N/A\n/A\n5 years N/A $62,719.20 N/A\n/A\n7 years N/A $64,053.12 N/A\n/A\n9 years N/A $65,428.08 N/A\n/A\n10 years N/A N/A $65,723.76\n/A\n13 years N/A N/A $68,368.08\n/A\n15 years N/A N/A N/A\n74,742.00\n17 years N/A N/A N/A\n77,837.04\n19 years N/A N/A N/A\n81,116.88\n21 years N/A N/A N/A\n84,499.20\n23 years N/A N/A N/A\n88,081.20\n25 years N/A N/A N/A\n88,834.56\n27 years N/A N/A N/A\n89,594.16\n29 years N/A N/A N/A\n90,361.68\n(5) The base salary for ranks defined in KRS 16.055 and 16.191 shall be set at:\n(a) Ten percent (10%) above the base salary for the trooper's or commercial\nvehicle enforcement officer's applicable number of years of service for the\nrank of sergeant;\n(b) Twenty  percent (20%)  above  the base  salary for the trooper's or\ncommercial vehicle enforcement officer's applicable number of years of\nservice for the rank of lieutenant; and\n(c) Thirty percent (30%)  above  the base  salary for the trooper's or\ncommercial vehicle enforcement officer's applicable number of years of\nservice for the rank of captain.\n(6) Beginning on July 1, 2023, the salary schedule established by subsection (4) of\nthis section shall be adjusted annually to incorporate any increase in the\nnonseasonally adjusted Consumer  Price Index for all urban consumers, U.S.\ncity average, all items, published by the United States Department of Labor,\nBureau of Labor Statistics.\n(7) The  salary schedules shall be applied to troopers and commercial vehicle\nenforcement officers employed by the department on July 1, 2022, as follows:\n(a) Except as provided in paragraph (b) of this subsection:\n1. Any trooper or commercial vehicle enforcement officer whose base\nsalary exceeds the amount  established for his or her years of\nservice and rank in subsection (4) of this section shall retain his or\nher base salary and shall not receive an increase under the salary\nschedule until the trooper's or commercial vehicle enforcement\nofficer's years of service and rank require a higher base salary than\nthe base salary he or she was receiving on July 1, 2022; and\n2. Any trooper or commercial vehicle enforcement officer whose base\nsalary is below the amount established for his or her years of service\nand  rank in subsection (4) of this section shall receive the base\nsalary he or she qualifies for under the salary schedule for the pay\nperiod beginning July 1, 2022; and\n(b) Any  trooper or commercial vehicle enforcement officer who is receiving\ncompensation under KRS  16.165 shall not receive any years of service or\nrank increases during any period that he or she is receiving compensation\nunder KRS 16.165.\n(8) The commissioner may establish additional ranks beyond those provided in the\nsalary schedules established by this section, including the ranks of major,\nlieutenant colonel, colonel, and executive security detail. If the commissioner\nestablishes any of these ranks, the commissioner shall set forth in a policy the\nconditions under which a trooper or commercial vehicle enforcement officer\nmay  be promoted to the rank, and the salary that the trooper or commercial\nvehicle enforcement officer will receive while serving in that rank.","path":["KRS Chapter 16"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52311","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:36Z","sha256":"c24c9f24873a81270e8b8b8d3f006687f28c37cd817f5e59d9c11045dbba3c77","source_id":"us-ky","stale":false,"prev":"us-ky/krs-16.050","next":"us-ky/krs-16.055"},"notice":"GroundRules: Original legal text.
