No officer or individual employed as a\nTrooper R Class or CVE R Class shall, orally or by letter, solicit or be in any manner\nconcerned in soliciting any assessment, subscription or contribution for any political party\nor purpose whatever from any person holding a position in the department. No officer of\nthe department or individual employed as a Trooper R Class or CVE R Class shall take\nany part in political management or affairs or in political campa igns further than to cast\nhis vote and to express privately his opinion.
