{"data":{"id":"us-ky/krs-160.431","jurisdiction":"us-ky","citation":"KRS 160.431","heading":"School finance officer -- Certification requirements -- Continuing","body":"education -- Financial reports.\n(1) The local district superintendent shall appoint a finance officer who shall be\nresponsible for the cash, investment, and financial manage ment of the school\ndistrict.\n(2) (a) A person initially employed as a school finance officer on or after July 1,\n2015, shall obtain certification from the Department of Education prior to\nholding the position and entering the duties of the position of scho ol finance\nofficer.\n(b) The Kentucky Board of Education shall promulgate administrative regulations\nto prescribe the criteria and procedures to be used in the certification process\nfor a school finance officer.\n(c) The administrative regulations promulgate d under this subsection shall\nspecify:\n1. The initial qualification requirements for school finance officer\ncertification;\n2. The certification application and appeal process; and\n3. The certification renewal process.\n(3) The school finance officer shall be required to complete forty -two (42) hours of\ncontinuing education every two (2) years from a provider approved by the\nDepartment of Education. The Kentucky Board of Education shall promulgate\nadministrative regulations t o identify and prescribe the criteria for fulfilling the\nrequirements of this subsection. The administrative regulations shall specify:\n(a) The topics of continuing education;\n(b) Qualifications for continuing education providers;\n(c) Consequences for failure to meet the continuing education requirement; and\n(d) Requirements for reinstatement of school finance officer certification.\n(4) (a) The finance officer shall present a detailed monthly financial report for board\napproval to include the previous month 's revenues and expenditures of the\ndistrict. The monthly report shall be posted on the district's website for a\nminimum of six (6) months after its approval.\n(b) Within six (6) months following the end of each fiscal year, the finance\nofficer shall submit  to the Kentucky Department of Education a detailed\nannual financial report to include the district's total assets, liabilities,\nrevenues, and expenditures. The annual report shall be posted on the district's\nfinancial disclosure website required in KRS 16 0.463 and department's\nwebsite for a minimum of two (2) years.\n(c) 1. The Department of Education shall review each district's annual\nfinancial report and shall provide, within two (2) months of receipt, the\nlocal board of education a written report indica ting the financial status\nof the district. The department's written report shall be posted on the\ndepartment's website and the district financial disclosure website\nrequired in KRS 160.463 for a minimum of two (2) years.\n2. The commissioner of education sh all annually present to the Interim\nJoint Committee on Education a copy of the department's written report\nfor each district.\n(d) Nothing in this subsection shall lessen the obligation of a school district to\npublish its financial statements in accordance with KRS 160.463.","path":["KRS Chapter 160"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57648","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:08Z","sha256":"33b75c734743c38675131e88d519fcce26ed603e8c0b588dfcc69ae975648397","source_id":"us-ky","stale":false,"prev":"us-ky/krs-160.430","next":"us-ky/krs-160.440"},"notice":"GroundRules: Original legal text.
