{"data":{"id":"us-ky/krs-164.001","jurisdiction":"us-ky","citation":"KRS 164.001","heading":"Definitions for chapter.","body":"As used in this chapter, unless the context requires otherwise:\n(1) \"Administrator\" means the chief executive officer of the institution;\n(2) \"Adult basic education\" means instruction in mathematics, science, social studies,\nreading, language arts, and rel ated areas to enable individuals to better function in\nsociety;\n(3) \"Benchmarks\" means objective measures developed where applicable or practical\nby the Council on Postsecondary Education to judge the performance of the\npostsecondary education system and p rogress toward the goals of postsecondary\neducation in the Commonwealth;\n(4) \"Board\" or \"governing board\" means the board of trustees for the University of\nKentucky or the University of Louisville, the board of regents for a comprehensive\nuniversity, or th e board of regents for the Kentucky Community and Technical\nCollege System;\n(5) \"Board of regents\" means the governing board of each comprehensive university\nand the Kentucky Community and Technical College System;\n(6) \"Comprehensive university\" means the following public institutions: Eastern\nKentucky University, Kentucky State University, Morehead State University,\nMurray State University, Northern Kentucky University, and Western Kentucky\nUniversity;\n(7) \"Council\" means the Council on Postsecondary Education created in KRS 164.011;\n(8) \"Customized training\" means training in specific academic areas, work processes,\nor technical skills that are designed to serve a specific industry or industries to\nupgrade worker skills;\n(9) \"Independent institution\" means a nonpublic postsecondary education institution in\nKentucky whose instruction is not solely sectarian in nature, is accredited by a\nregional accrediting association recognized by the United States Department of\nEducation, and is licensed by the Council on Postsecondary Education;\n(10) \"Institution\" means a university, college, community college, health technology\ncenter, vocational-technical school, technical institute, technical college, technology\ncenter, or the Kentucky Community and Technical College System;\n(11) \"Kentucky Community and Tech nical College System\" or \"KCTCS\" means the\nsystem composed of public community and technical colleges, including those\npostsecondary institutions operated by the former Cabinet for Workforce\nDevelopment and those community colleges in the University of Ken tucky\nCommunity College System on May 30, 1997. The system also includes institutions\ncreated by the board of regents for the Kentucky Community and Technical College\nSystem and approved by the General Assembly;\n(12) \"Literacy\" means an individual's abilit y to read, write, and speak in English and\ncompute and solve problems at levels of proficiency necessary to function on the\njob and in society to achieve one's goals and develop one's knowledge and\npotential;\n(13) \"Lower division academic course\" means any  academic course offered for college\nor university credit that is designated as a freshman or sophomore level academic\ncourse;\n(14) \"Nonteaching personnel\" means any employee who is a full -time staff member,\nexcluding a president, chancellor, vice presiden t, academic dean, academic\ndepartment chair, or administrator;\n(15) \"Postsecondary education system\" means the following public institutions:\nUniversity of Kentucky, University of Louisville, Eastern Kentucky University,\nKentucky State University, Morehead  State University, Murray State University,\nNorthern Kentucky University, Western Kentucky University, and the Kentucky\nCommunity and Technical College System;\n(16) \"Public\" means operated with state support;\n(17) \"Relative\" means a person's father, mother , brother, sister, husband, wife, son,\ndaughter, aunt, uncle, son-in-law, or daughter-in-law;\n(18) \"Standardized degree program\" means a program, approved by the Council on\nPostsecondary Education, that consists of specific competencies, curriculum, and\nperformance requirements regardless of the providing institution;\n(19) \"Strategic agenda\" means the state strategic postsecondary education agenda\ndescribed in KRS 164.0203;\n(20) \"Technical institution\" means an educational institution that offers certificat es,\ndiplomas, or technical degrees in technical or occupational -related programs,\nincluding a facility called a vocational -technical school, technical institute, health\ntechnology center, technology center, technical college, or similar designation; and\n(21) \"Learning outcomes\" means the knowledge, skills, and abilities that students have\nattained as a result of their involvement in a particular set of educational\nexperiences.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57997","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:13Z","sha256":"32885862a3057175199405f9a48f5dee01a3a866852c0e9849da188ac510b32f","source_id":"us-ky","stale":false,"prev":"us-ky/krs-163.990","next":"us-ky/krs-164.002"},"notice":"GroundRules: Original legal text.
