{"data":{"id":"us-ky/krs-164.0203","jurisdiction":"us-ky","citation":"KRS 164.0203","heading":"Strategic agenda -- Strategic implementation plan -- Benchmarks.","body":"(1) The Council on Postsecondary Education shall adopt a strategic agenda that\nidentifies specific short -term objectives in furtherance of the long -term goals of\npostsecondary education in the Commonwealth.\n(2) (a) The purpose of the strategic agenda is to create high -quality, relevant,\npostsecondary education and adult education opportunities in the\nCommonwealth. The strategic agenda shall:\n1. Serve as the public agenda for p ostsecondary education and adult\neducation for the citizens of the Commonwealth, providing statewide\npriorities and a vision for long-term economic growth;\n2. State those important issues and aspirations of the Commonwealth's\nstudents, employers, and workforce reflecting high expectations for their\nperformance and the performance of the educational institutions and\nproviders that serve them; and\n3. Sustain a long -term commitment for constant improvement, while\nvaluing market -driven responsiveness, accountab ility to the public,\ntechnology-based strategies, and incentive-based motivation.\n(b) The council shall develop a strategic implementation plan, which may be\nperiodically revised, to achieve the strategic agenda. The strategic agenda\nshall serve as a guide for institutional plans and missions.\n(3) The framework for the strategic implementation plan of the strategic agenda shall\ninclude the following elements:\n(a) A mission statement;\n(b) Goals;\n(c) Principles;\n(d) Strategies and objectives;\n(e) Benchmarks; and\n(f) Incentives to achieve desired results.\n(4) The implementation plan for the strategic agenda shall take into consideration the\nvalue to society of a quality liberal arts education and the needs and concerns  of\nKentucky's employers.\n(5) The council shall develop benchmarks using criteria that shall include but not be\nlimited to:\n(a) Use of the statistical information commonly provided by governmental and\nregulatory agencies or specific data gathered by authorization of the council;\n(b) Comparison of regions and areas within the Commonwealth and comparisons\nof the Commonwealth to other states and the nation; and\n(c) Measures of educational attainment, effectiveness, and efficiency, including\nbut not limited to those set forth in KRS 164.095.\n(6) In developing the strategic agenda, the council shall actively seek input from the\nDepartment of Education and local school districts to create necessary linkages to\nassure a smooth and effective transition for students from the elementary and\nsecondary education system to the postsecondary education system. Upon\ncompletion of the strategic agenda and strategic implementation plan, the council\nshall distribute copies to each local school district.\n(7) The strategic agenda  shall include a long -term strategy, developed in partnership\nwith the Office of Adult Education, for raising the knowledge and skills of\nKentucky's adult population, and ensuring lifelong learning opportunities for all\nKentucky adults, drawing on the reso urces of all state government cabinets and\nagencies, business and civic leadership, and voluntary organizations.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=58004","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:13Z","sha256":"4872ef7f9e62312e87254b800d849ace50c4af33e9a1d53657660106fabb16de","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.020","next":"us-ky/krs-164.0205"},"notice":"GroundRules: Original legal text.
