{"data":{"id":"us-ky/krs-164.0207","jurisdiction":"us-ky","citation":"KRS 164.0207","heading":"Statewide reading research center -- Duties -- Report -- Selection of","body":"administrator.\n(1) A statewide reading research center shall be established under this section to\nsupport educators in implementing reliable, replicable evidence -based reading\nprograms, and to promote literacy development, including cooperating with other\nentities that provide family literacy services. The center shall be responsible for:\n(a) Developing and implementing a clearinghouse for information about\nprograms add ressing reading and literacy from early childhood and the\nelementary grades (P-5) through adult education;\n(b) Providing advice to the Kentucky Board of Education regarding matters\nrelating to reading;\n(c) Collaborating with the Kentucky Department of Educ ation to assist districts\nwith students functioning at low levels of reading skills to assess and address\nidentified literacy needs;\n(d) Providing research and data on evidence -based, high -yield instructional\npractices and coaching strategies for early chi ldhood educators and classroom\nteachers, including adult education teachers, implementing selected reliable,\nreplicable evidence-based reading programs;\n(e) Developing and implementing a comprehensive research agenda evaluating\nearly reading models, instru ctional resources, and evidence -based practices\nneeded to accelerate student performance toward proficiency in reading;\n(f) Assisting middle and high schools in the development of comprehensive\nadolescent reading plans and maintaining a repository of instr uctional\nmaterials or summary materials that identify comprehension best practices in\nthe teaching of each subject area and a list of classroom -based diagnostic\nreading comprehension assessments that measure student progress in\ndeveloping students' reading comprehension skills; and\n(g) Evaluating the reading and literacy components of the model adult education\nprograms funded under the adult education and literacy initiative fund created\nunder KRS 151B.409.\n(2) The center shall review national research and disseminate appropriate research\nabstracts, when appropriate, as well as conduct ongoing research of reading\nprograms throughout the state. Research activities undertaken by the center shall\nconsist of descriptive as well as empirical studies.\n(a) The center may contract for research studies to be conducted on its behalf.\n(b) The research agenda should, at a minimum, consider the impact of various\nreading and intervention programs:\n1. In eliminating academic achievement gaps among students with\ndiffering characteristics, including subpopulations of students with\ndisabilities, students with low socioeconomic status, students from racial\nminority groups, students with limited English proficiency, and students\nof different gender;\n2. In schools with differing characteristics, such as urban versus rural\nschools, poverty versus nonpo verty schools, schools with strong library\nmedia center programs versus schools with weak library media center\nprograms, and schools in different geographic regions of the state;\n3. In terms of their costs and effectiveness; and\n4. In maintaining positive student progress over a sustained period of time.\n(3) The center, in conjunction with the Kentucky Department of Education, shall\nestablish annual goals and performance objectives related to the functions described\nin this section. The center shall submit an annual report of its activities, the effects\nof those activities on state performance levels in reading and writing, and the\noutcomes of all annual goals and performance objectives to the Kentucky\nDepartment of Education no later than September 1 of eac h year. Based on the\nannual outcomes, the Kentucky Department of Education shall make programming\nand funding recommendations to the Governor, the Legislative Research\nCommission, and the Interim Joint Committee on Education by October 1 of each\nyear.\n(4) The Kentucky Department of Education shall, through a competitive request for\nproposals process, select the administrator of the statewide reading research center\nfor approval by the Kentucky Board of Education. The selected administrator shall\nbe contracted for five (5) years, unless funding is not available or the administrator\nrequests to discontinue the contract.
